The incident occurred at around 7pm on October 10. Ms. Vu Kieu Anh (27 years old, from Ho Chi Minh City) and her friend were resting on the wooden bench area opposite the old Ham Ca Map. At this time, a young street vendor approached the two tourists and behaved inappropriately.
According to Ms. Kieu Anh, the street vendor arbitrarily rubbed his hands and put a duck-shaped headband on her friend’s head. Seeing that her friend did not react, Ms. Kieu Anh asked the young man to stop because she thought this was harassment.

After that, the young male street vendor cursed and threatened to beat the two girls. Despite the efforts of people around him to stop him, he continued to act aggressively. Seeing this, the two female tourists shouted for help. As evidence, she took out her phone to record the incident.
The incident did not stop there. When Kieu Anh and her friend left, the young man suddenly turned back and chased after them, intending to spit on them.
The girl’s video attracted a large number of interactions with many disgruntled comments. Some people said they were also victims of this street vendor in the area near Hoan Kiem Lake.
Speaking with Dan Tri reporter on the morning of October 17, a representative of Hoan Kiem Ward Police confirmed that they had verified the identity of the street vendor in the above incident.
The young man named LTA, 29 years old, from Kim Bang, Ha Nam (old). At around 6pm on October 10, this person went to the Hoan Kiem Lake area to sell street goods (chicken-shaped hair clips). The young man used his hand to touch the head of a female tourist who was playing with her phone to invite her to buy the goods, but she did not buy.

When the customer told him to "go away", TA got upset and said something that made the customer angry. After that, the girl called the police and said that TA had sexually harassed her. Seeing this, the young man got even more upset and tried to spit at the two people but missed. Many people who witnessed the incident also gathered to stop them.
After receiving the information, the Crime Prevention Team and the Public Order Police Team verified and brought the street vendor to the headquarters for warning and deterrence.
It is known that this is not the first time that an incident has occurred in the Hoan Kiem Lake walking street area that affects the tourism image.
Previously on September 23, Hoan Kiem Ward Police asked a cyclo driver to apologize and pay the Australian tourist family. The cyclo driver charged the customer 1.2 million VND for a tour of the Old Quarter. This price is three times more expensive than the regulation.
Similarly, on July 1, the Hoan Kiem Ward Police also investigated a report of taxi overcharging foreign tourists in the area. Accordingly, a group of foreign tourists reported that they took a taxi from Hoan Kiem Lake to Ly Thai To and Lo Su but were charged 1.5 million VND for a distance of about 2-3km.
After that, the authorities made a record and considered handling the violator according to regulations.
