From January 1, 2026, a national inventory of public assets will be conducted.

From 0:00 on January 1, 2026, Vietnam will conduct a general inventory of public assets nationwide. This is an important step in the process of modernizing public asset management, aiming to ensure transparency, effective use of national resources, increase financial and budgetary discipline and prevent waste in the new development stage.

The Ministry of Finance has just issued a Plan to implement the General Inventory of Public Assets at agencies, organizations, units and for infrastructure assets invested and managed by the State at 0:00 on January 1, 2026. The goal is to fully determine the quantity, structure, current status and value of public assets nationwide, serving the arrangement, exploitation and effective use of public resources after the administrative apparatus is streamlined, administrative units are merged and the 2-level government model is operated uniformly.

The inventory results will be an important basis for building socio -economic development strategies, perfecting policies and laws on public asset management, and preparing state financial reports, reports on thrift practices, and anti-waste.

The Ministry of Finance requires agencies and units to develop specific plans, clearly defining the content of work, progress, deadline and responsibility for implementation. The inventory needs to inherit the results of the General Inventory of Public Assets in 2025 according to Decision No. 213/QD-TTg dated March 1, 2024 of the Prime Minister to ensure consistency, savings and efficiency.

This general inventory is being carried out nationwide, covering all public assets and infrastructure assets invested and managed by the State. The subjects of the inventory include state agencies, public service units, units of the armed forces, Party agencies, the Fatherland Front, socio-political organizations, socio-professional organizations and other organizations established in accordance with the law. For infrastructure assets, the subjects of the inventory are agencies, organizations, units and enterprises that are directly managing and exploiting them.

Ministries, branches and localities must establish or strengthen the Inventory Steering Committee, issue detailed inventory plans, organize professional training, supervise the implementation process and synthesize and report results on schedule. According to the plan, the Ministry of Finance will issue forms and detailed instructions in October to November 2025 and organize nationwide training in November to December 2025. From January 1 to March 31, 2026, units will conduct actual inventories and send reports to superior management agencies before March 31, 2026. Ministries, branches and localities must complete the synthesis and send it to the Ministry of Finance before May 31, 2026; the national synthesis report will be completed in July 2026.

The Ministry of Finance also coordinates with ministries and branches to guide the inventory of infrastructure assets in each field: the Ministry of Construction is in charge of transport infrastructure, water supply and urban engineering; the Ministry of Agriculture and Environment is in charge of inventorying irrigation infrastructure, dykes, fishing ports, and climate change response works; the Ministry of Industry and Trade is in charge of markets and industrial clusters; the Ministry of Science and Technology is in charge of inventorying high-tech parks and concentrated IT parks; the Ministry of Culture, Sports and Tourism is in charge of cultural, sports infrastructure and cultural villages.

Ministries, branches and localities must establish an Inventory Steering Committee before November 15, 2025, issue an inventory plan at the same time, establish a grassroots inventory team before November 30, 2025, complete preparation of documents and data before December 31, 2025, conduct the inventory from January 1 to March 31, 2026 and report in accordance with regulations.

The Ministry of Finance requests ministries, branches and localities to seriously implement the General Inventory Plan of Public Assets, promote initiative and flexibility in organization and implementation, choose methods suitable to the actual conditions of each unit, ensure compliance with procedures, progress and legal regulations. During the implementation process, if there are any difficulties or problems, agencies and units need to promptly report to the Ministry of Finance for guidance, resolution or submit to competent authorities for consideration and handling.

This nationwide inventory of public assets is not simply a periodic task, but an important step to synchronize and standardize public asset data, serving the process of building a modern, transparent and effective public finance system.

This will also be an important basis to help the State have more scientific basis in planning investment policies, allocating budget, managing, exploiting and handling public assets, thereby improving the efficiency of using national resources, promoting growth and sustainable development in the coming period.
