Building "Four Good Party Cells"

Synchronous and effective implementation

Resolution of the 13th Party Central Committee, Session 5, on “Strengthening and consolidating grassroots party organizations and improving the quality of party members in the new period” identifies one of the main solutions as innovating and perfecting the organization of grassroots party organizations, including implementing the model of “four good party cells”. These are: good leadership in completing political tasks; good quality of activities; good solidarity and discipline; good cadres and party members.

Immediately after receiving instructions from the Provincial Party Committee's Organizing Committee on building "four good party cells", the Standing Committee of the Son Duong District Party Committee issued an official dispatch to implement the "four good party cell" model. Accordingly, the Standing Committee of the District Party Committee unanimously selected the party cell to implement the "four good party cell" model. At the same time, the members of the District Party Committee's Executive Committee were assigned to be in charge of, direct, guide, and assist the branches and party committees in implementing the model; direct the branches and party committees to develop plans to organize the implementation of the model, promptly detect difficulties and problems to have timely solutions.

In implementing the model, the Party Committees at all levels have specified it through annual work programs and plans to carry out monthly assigned political tasks; focusing on building solidarity and unity within the Party cell; promoting the spirit of self-criticism and criticism; building strong Party cells and socio-political organizations; improving the quality of Party cell activities and strengthening inspection and supervision of Party cells and Party members. As a result, in 2023, the District Party Committee had 582/597 Party cells directly under the grassroots Party Committee achieving four good results.

Party committees and organizations at all levels in the entire Provincial Police Party Committee have applied and seriously implemented the model of "four good party cells". In the process of organizing activities, it is associated with the functions and tasks of the grassroots party organizations, thereby promoting efficiency and ensuring the comprehensive leadership of the Party over all aspects of the police work. As a result, the entire Party Committee has 58/65 party cells achieving the "four good party cells".

The assessment report of the Provincial Police Party Committee shows that the implementation of the "four good party cells" model is a good and creative model, thereby improving the leadership capacity and fighting strength of party committees and party organizations at all levels in the Provincial Police Party Committee and having positive innovations and changes, meeting the requirements of assigned political tasks. The quality of work, activities, qualifications, capacity, and sense of responsibility of the team of party members, cadres and soldiers are constantly improved, meeting the requirements of the tasks, successfully performing the tasks of protecting national security, ensuring social order and safety, creating favorable conditions for the socio-economic development of the locality.

Similar to the Son Duong District Party Committee and the Provincial Police Party Committee, through the reports of the Party Committees directly under the Provincial Party Committee, it shows that the Party Committees at all levels have implemented the construction of the "four good Party cells" model synchronously and systematically and have achieved positive results. In terms of the criteria for completing political tasks well, the Party cells and grassroots Party Committees have promptly issued, reviewed, supplemented and strictly implemented the regulations and rules of the Party cells and grassroots Party Committees according to regulations; led the full implementation and completion of the targets and tasks of socio-economic development, national defense - security, professional expertise, production and business of the locality, agencies and units to achieve and exceed the assigned targets.

The quality of activities has been improved, the content of party activities has been ensured to be in accordance with the regulations and instructions of superiors, suitable to the situation and characteristics of the party cell and party committee; the issuance of resolutions has been seriously implemented, with quality, suitable to the local situation. Along with that, solidarity and discipline in party cells have been improved, cadres and party members in the party cell have promoted the spirit of being exemplary, ethical, and living, and have complied well with the Party's discipline and order, creating trust among the people.

Comrade Nguyen Cong Thi, Secretary of the Na Reo Party Cell in Nang Kha Commune (Na Hang) said that the Party Cell has closely followed the guidelines to organize the implementation. The contents and criteria of the model are comprehensive to all activities of the Party Cell, easy to understand and easy to organize and implement. The model helps the Party Cell Secretary to clearly identify the key tasks in leading, directing and operating the Party Cell.

For Na Reo Party Cell, there are still difficulties in implementing some component criteria, such as the task of developing new party members, mobilizing resources for socio-economic development and leading mass organizations. The implementation of the "four good party cell" model helps the activities of the party cell to be more in-depth, the awareness of party members is raised; effectively promoting the leadership role in socio-economic development of the locality. In 2023, the average income per capita of the village was significantly improved, reaching 56.5 million VND/person/year, the highest in the whole commune. The results of the "four good party cell" model scoring, the party cell achieved 94 points.

Need to specify criteria

In addition to the results achieved in building the "four-good party cell" model, through the assessment of Party Committees, it shows that some Party Committees and Party organizations have not fully recognized the role, meaning and importance of the "four-good party cell" model, so they have not registered to implement the model. The quality and effectiveness of implementing the "four-good party cell" model at some Party Committees and Party organizations are still formal and have not achieved high efficiency. The implementation of some criteria of the "four-good party cell" model at some Party Committees and Party organizations is still general and not specific...

The reports also pointed out that the main reason is that some grassroots Party committees have not fully promoted their responsibilities in supervising the implementation of the four-good model at the grassroots level; there are also Party members who are not self-aware and set good examples. The "four-good Party cell" model is a new model that has been deployed and implemented for the first time at grassroots Party organizations, so at first there were still some confusions in registering, planning and implementing the model.

Comrade Nguyen Thi Phuong Mai, Standing Deputy Secretary of the Party Committee of Luong Vuong Commune (Tuyen Quang City) said that initially when implementing these models, many Party cells were confused and afraid of adding more work. However, through the process of implementing the Party cells, the Party Committee has recognized the positive aspects and has actively responded to the implementation.

Basically, the implementation of the model is convenient, easy to do and it can be affirmed that this is a good model that needs to be replicated. To overcome the general situation in implementation, the Commune Party Committee organized a separate conference to summarize and evaluate the results of the model implementation, thereby building a more detailed and specific plan.

Comrade Hoang Quang Tuyen, Standing Deputy Secretary of the Na Hang District Party Committee, said that the most important thing is the exemplary role of the head of the Party Committee and the head of the unit. At the same time, to have good Party members, we must prioritize input quality right from the training and admission of Party members. Comrade Tuyen also affirmed that the 4 criteria in building good Party cells and good Party members are not a title but a measure in evaluating Party members and grassroots Party organizations today.

Therefore, when specifying the model, it is necessary to closely follow the characteristics of each political task of each locality, agency, and unit to have the most suitable way of doing things. Along with that, separate each content in the 4 criteria so that each party member can better understand his or her part of the job; each Party Committee, based on the directives, resolutions, programs and plans of the higher-level Party Committee and the local and unit situation, develops a suitable implementation plan...

To achieve "4 good Party cells", Party cells must promptly grasp and concretize policies and resolutions of higher-level Party committees in accordance with the reality of the locality and unit; lead the implementation of political tasks, socio-economic development, national defense, security, and Party building; and admit Party members to ensure quantity and quality.

At the same time, lead and direct the implementation of the fight to prevent and repel signs of degradation in political ideology, morality, lifestyle, "self-evolution", "self-transformation" within the Party, associated with promoting the study and following of Ho Chi Minh's ideology, morality and style. Party cells must maintain discipline, fully implement the content, improve the quality of activities of the Party Committee and Party cell according to regulations. Attention, close attention in implementation

Experience drawn from the process of implementing the model of "Four-good Party Cells" and "Four-good Party Committees" is that the Standing Committee of the Party Committee of the Bloc has been unified and synchronized in issuing documents directing branches and grassroots Party Committees to deploy and register to implement the model; clearly assigning responsible cadres and guiding the branches and grassroots Party Committees to implement.

The Standing Committee of the Party Committee of the Bloc stepped up inspection and supervision of the implementation of the criteria, focusing on innovating the preparation of Party activities; implementing the principles of democratic centralism, self-criticism and criticism, maintaining discipline in the Party; building and organizing the implementation closely following the working regulations of Party committees and Party cells, making the implementation results of the "four good" criteria for classifying Party organizations and Party members at the end of the year.

Thanks to that, 22/22 registered grassroots party committees achieved 4 good (of which 13 party committees achieved excellent task completion); 31/32 registered grassroots party cells achieved 4 good (of which 8 party cells achieved excellent task completion); 74/78 party cells directly under the registered grassroots Party Committee achieved 4 good (of which 27 party cells achieved excellent task completion).

Contribute to the excellent completion of the task

From the beginning of 2023 to now, the Provincial Military Party Committee has directed the building of "Four-good Party Cells" and "Four-good Grassroots Party Committees" focusing on: Successfully completing political tasks; good quality of life; good solidarity and discipline; good cadres and Party members. In particular, the content of the registration for implementation of the Provincial Military Party Committee has been deployed in 12/12 affiliated grassroots Party Committees and 44/44 Party Cells affiliated to the grassroots Party Committees, reaching 100%.

Thereby, Party committees at all levels have improved their leadership capacity, directed the unified awareness of Party committees and Party members in registration, and strived to build the content of 4 goods. The leadership capacity, fighting strength of grassroots Party organizations, the quality of cadres and Party members, and the quality of Party cell and Party committee activities in the new situation have been significantly improved.

Thanks to the improvement of leadership capacity, Party committees and commanders at all levels have successfully completed local military and defense tasks. The Provincial Military Command was proposed by the Military Region to be awarded the "Emulation Flag" by the Ministry of National Defense for performing military and defense tasks in 2023.

Improve the quality of party cell activities

To build a “4-good Party cell”, Phieng Luong Village Party Cell has closely followed the regulations and guidelines of Party committees at all levels, especially Project No. 06 of the Provincial Party Standing Committee. As an area with 100% ethnic minorities living, the Party Cell has paid special attention to the task of improving the quality of Party cell activities and the quality of Party members.

Before each Party cell meeting, the Party cell committee meets to agree on the content. During the Party cell meeting, promote the spirit of democracy, construction, discuss enthusiastically, analyze the causes of limitations and weaknesses in leadership, direction, self-criticism and criticism, draw lessons, propose solutions and issue resolutions to lead the implementation of tasks; assign specific responsibilities to each Party member, cadre in charge of each field, part of work and take responsibility for the assigned tasks. Thanks to that, the quality of Party cell activities has been improved; the two tasks of good quality of Party cell activities and good Party members have basically met the standards.

To build a good Party cell, Party members need to uphold their sense of responsibility, be exemplary in fully participating in Party cell activities, be ready to take on difficult and complicated tasks, strive to complete assigned work well, and contribute to improving the effectiveness of implementing political tasks of Party organizations.
