Building an ecosystem to protect intellectual property rights.

On June 2nd, Deputy Prime Minister Ho Quoc Dung chaired a nationwide online conference to review the implementation of Prime Minister's Directive No. 38/CD-TTg on focusing on decisively implementing solutions to combat, prevent, and handle acts of intellectual property infringement.

Maintain regular inspections.

Official Dispatch No. 38/CD-TTg is one of the Government 's decisive directives in recent times regarding the fight against, prevention, and handling of intellectual property infringement. In just over three weeks of implementation, a coordinated "campaign" has been formed from the central to local levels, with the active participation of ministries, agencies, functional forces, and authorities at all levels.

In Da Nang , immediately after the directive was issued, the City Party Committee, the Party Committee of the City People's Committee, and the City People's Committee continuously issued documents directing its implementation. In particular, the City People's Committee established a task force to decisively implement solutions to combat, prevent, and handle acts of intellectual property infringement, headed by the Chairman of the City People's Committee, Nguyen Manh Hung.

According to Nguyen Thanh Hong, Director of the Department of Science and Technology, the unit plays a key role in advising and coordinating with the City Police, the Market Management Sub-department, Customs Region XII, and other relevant units to implement tasks comprehensively. Through this coordination, many cases with signs of serious violations have been detected, some of which have resulted in criminal prosecution, improving the effectiveness of state management in the city.

Furthermore, the city continues to issue and implement specific mechanisms and policies to support the registration, establishment of exploitation rights, and protection of intellectual property assets; especially the protection of distinctive local products associated with geographical indications, certification marks, and collective marks. The synchronization of multiple solutions is contributing to the creation of an "ecosystem" for protecting intellectual property rights and enhancing the competitiveness of businesses.

Take decisive action, no exceptions.

From May 7th to 30th, authorities in the city detected and handled 77 cases of intellectual property rights violations. Of these, 55 were handled administratively and 2 were prosecuted criminally. The total amount of administrative fines was nearly 780 million VND, and the value of seized infringing goods exceeded 3.6 billion VND.

This is a positive result, demonstrating a shift in the identification and handling of serious violations. The cases were detected in both traditional business activities and the digital environment, showing that authorities are gradually recognizing new methods and tactics of infringement; improving the effectiveness of prevention, detection, and combating intellectual property infringement. The two cases resulting in criminal prosecution also created a strong deterrent effect on the community.

According to Vice Chairman of the Ho Chi Minh City People's Committee Ho Quang Buu, the city's leadership has directed decisive action and organized the synchronized implementation throughout the city, assigning specific responsibilities to each agency and unit. The city regularly monitors, inspects, and urges the implementation by departments, agencies, and functional forces; and directs the review and identification of new methods and tactics used by those infringing on intellectual property rights, especially in cyberspace. Along with the work of detecting and handling violations, the city continues to promote information and propaganda through mass media and the grassroots information system.

Deputy Prime Minister Ho Quoc Dung requested that ministries, sectors, and localities continue to maintain and mobilize the entire political system in the enforcement of intellectual property rights. He emphasized strengthening the application of science and technology, artificial intelligence, and digital platforms in detecting, tracing, and handling violations; and promptly building a national database on intellectual property enforcement to improve management and supervision efficiency. Simultaneously, he stressed the need to establish inter-sectoral coordination mechanisms, strictly handle violations, raise public awareness, and lay the foundation for a more sustainable intellectual property protection strategy in the future.
