Building infrastructure for tourism development

Infrastructure is considered the "backbone" of every industry, including tourism , paving the way to attract investors to develop tourism projects.

Planning one step ahead

Since 2020, our province has directed the review, evaluation, and inclusion of tourism development planning into the provincial planning for the 2021-2030 period, with a vision to 2050, approved the master plan for the development of Moc Chau National Tourist Area and the tourism development plan for the Son La hydropower reservoir area to 2020, with a vision to 2030.

In 2022 alone, the province approved 3 inter-district construction planning projects, established zoning and detailed planning projects in Moc Chau National Tourist Area.

From 2021 to present, the Provincial People's Committee has approved 3 urban master plans, 2 urban subdivision master plans, and is organizing the establishment of master plans for 7/12 urban areas in the districts as a basis for managing construction investment according to regulations and realizing the goals of developing tourism services.

Mr. Ha Ngoc Chung, Director of the Department of Construction, said: The Department has advised the Provincial People's Committee to direct the implementation of planning for important functional areas in the province. Advised on the establishment and approval of the subdivision planning of Moc Chau National Tourist Area to achieve a coverage rate of 100% of the general planning area and 36% of the detailed planning area on the general planning area of the key tourist area.

Currently, the Department of Construction is implementing the master plan for Ta Xua tourist area, Bac Yen district, the sub-regional tourism planning of Son La hydroelectric reservoir, and the sub-regional tourism planning of Pha Din pass, Thuan Chau district as a basis for attracting investment and developing tourism according to the Resolution of the 15th Provincial Party Congress, term 2020-2025.

In addition, planning for the transport system is also focused. In addition to the Hoa Binh - Hanoi regional road project that has just been implemented and the Hoa Binh - Moc Chau expressway that will be implemented in the coming time, the province has added a plan to upgrade 6 provincial roads, with a length of 288 km, into national highways and keep Na San Airport in the planning period 2021-2030, to improve the ability to connect traffic inside and outside the province, supporting tourism development.

Focus resources on building tourism infrastructure

Mr. Tran Xuan Viet, Deputy Director of the Department of Culture, Sports and Tourism, informed: In recent years, the province has paid attention to investing in tourism infrastructure, basically meeting the local tourism service capacity. Especially the transportation system in tourist areas and spots, creating favorable conditions for connecting and shortening the travel time of tourists, promoting the development of tourism in the province.

In the period of 2021-2025, the province has allocated over VND 1,466 billion from public investment capital for 12 projects. In 2 years (2021-2022), it has approved and issued investment policy decisions for 41 projects, with a total initial registered investment of VND 8,404 billion; adjusted investment policies for 31 projects; of which 6 projects have been completed and put into operation.

Currently, the province is submitting to the Ministry of Transport a proposal to renovate and upgrade a number of key national highways to connect with provinces in the region, including in the 2021-2025 medium-term public investment plan to implement 30 transport projects, with a total length of 427 km; especially implementing the procedures for the Hoa Binh - Moc Chau expressway project, the Na San Airport renovation and upgrade project, contributing to promoting tourism development in the area.

The system of accommodation facilities, cultural services, entertainment, electricity, water, etc. is also being built and developed. The whole province has 610 tourist accommodation facilities, including 8 hotels of 3 stars or higher. Moc Chau is a famous tourist destination, with 295 accommodation facilities in operation; including 9 hotels of 1-3 stars, 1 hotel of 4 stars, 1 resort; 400 establishments providing food and shopping services; over 10 tourist areas, points, and villages; 12 businesses providing tourism and travel services. In the first 6 months of 2023 alone, Moc Chau welcomed over 1.3 million tourists, 3 times higher than the same period in 2022, with estimated revenue of 1,441 billion VND.

In addition, localities with attractive tourist destinations, such as Quynh Nhai, Bac Yen, Muong La are also focusing resources on building infrastructure and technical services for tourism, forming attractive and convenient destinations to attract tourists to visit, experience and stay. Monuments and scenic spots are being restored and embellished, associated with tourism development.

In addition, telecommunications infrastructure is also invested in remote areas, deploying 4G mobile network to 100% of communes, wards and towns, creating conditions for Son La tourism to have more fast and widespread information connection channels.

Along with prioritizing resources for tourism infrastructure development, the province has built mechanisms and policies to encourage and support tourism development facilities and promote investment attraction. Up to now, in Moc Chau district, 17 projects in the field of tourism and services have been implemented with a total investment of over VND 3,761 billion. Van Ho district has attracted 8 large-scale investment projects in the system of high-class hotels and resorts with a total capital of over VND 452 billion. Phu Yen district has mobilized over VND 19.8 billion to socialize the construction of 2 cultural and spiritual works and historical relics...

In addition, high-tech agricultural development projects are also creating momentum and strength to support Son La tourism. National policies and target programs on socio-economic development, sustainable poverty reduction, and new rural construction also contribute to creating a favorable environment for tourism development.

By including tourism development planning in Son La province's planning for the period 2021-2030, with a vision to 2050, it is an important solution to attract investors to Son La, a driving force for tourism to develop commensurate with its potential and strengths, and to realize the goal of making Son La tourism an attractive and safe destination in the Northwest region.
