The workshop consists of 2 main sessions: Session 1: Policies on managing and promoting digital transformation of press and media, with presentations from management agencies of ASEAN countries on policies and solutions of the State in supporting and promoting digital transformation of press and media in each country; developing and promoting digital platforms for press and media; perspectives and sharing stories on protecting press copyright on digital platforms... Session 2: Introducing good practices, successful models of digital transformation of press and media, experiences from Vietnamese press agencies (VTVgo, VnExpress, K+ Television) and ASEAN countries.

Speaking at the workshop, Deputy Minister of Information and Communications Nguyen Thanh Lam said that currently, press, radio and television are the fields that are suffering heavily from the digital technology boom, because traditional media activities are gradually losing market share and revenue to cross-border platforms. In that context, it is very necessary for ASEAN countries to share experiences and understanding of strategies and good practices in promoting and orienting domestic press and media agencies to transform digitally in a sustainable manner.
Deputy Minister Nguyen Thanh Lam emphasized that digital transformation of media is an inevitable trend, aiming to improve the media capacity of the press in attracting viewers from social networking platforms, protecting traditional values along with modernizing journalism and media. Digital transformation in media is essentially the application of increasingly modern technology to press activities, enriching the digital media ecosystem with new, superior features, helping to improve the quality and effectiveness of communication to information consumers.

With that purpose, at the initiative of Vietnam, for the first time, ASEAN member countries shared and discussed the topic of Digital Transformation in Communications. The workshop aimed to create an open exchange platform to share the situation, policy-making process and best practices for digital transformation in communications. This will be the foundation for further discussion, proposing initiatives and cooperation priorities in the coming time.
Mr. Zul-Fakhri Maidy, representative of Brunei, said that Brunei aims to become a smart country, completing the construction of 3 tasks: digital government, digital economy and digital society; forming a responsible ecosystem, initiatives in digital media platforms. In addition, Brunei is very interested in intellectual property in digital transformation, so the government has built many regulations, participated in international agreements on intellectual property. The representative of Brunei also hopes that ASEAN countries will strengthen and expand cooperation with the digital industry to support and promote digital transformation for media agencies such as technical training, public relations and video production training; organize media content exchange programs via the Internet; especially sharing information on the latest digital platforms for the press and media agencies; encourage more awareness-raising programs or campaigns to reduce copyright infringement.
A representative from K+ Satellite Digital Television said that the media industry is forming a digital transformation ecosystem, creating differences in content, and using a variety of payment methods. The unit has also built content on social platforms, combining the use of electronic media. In addition, the unit is also very interested in copyright protection and has implemented solutions to limit copyright infringement in some localities. The unit hopes that ASEAN countries will implement necessary policies and drafts to ensure intellectual property rights, in order to build a sustainable media and television ecosystem.

Sharing experiences on digital transformation of journalism in Vietnam, Mr. Luu Dinh Phuc, Director of the Press Department, Ministry of Information and Communications, said that in order to carry out digital transformation of journalism, the Vietnamese Government has developed a tool to assess the development of journalism, from which press agencies can implement a digital transformation roadmap, with appropriate solutions, and implement future development strategies. In addition, Vietnam has also issued a set of indicators to assess and measure the maturity level of digital transformation of journalism, including a table of indicators grouped into 5 pillars of digital transformation of journalism (including: Strategy; Digital infrastructure, digital platform and information security; Organizational and professional uniformity; Readers, audiences, listeners; Level of digital technology application) with a total score of 100.
Mr. Luu Dinh Phuc proposed that ASEAN should develop a common index on the maturity level of digital transformation of the press. Each country needs to develop its own tools to measure the maturity and transformation of digital press to create a basis for measuring and monitoring the digital transformation process of the press, contributing to improving the quality of the press.
