In the latest document issued by the Ministry of Education and Training guiding the implementation of quality management tasks for the 2024-2025 school year, regarding the 2025 high school graduation exam, the Ministry requires strengthening the management function and assigning responsibility for directing and managing the organization of the exam to the People's Committees of provinces and Departments of Education and Training in directing the organization of the exam at the local level.

Departments of Education and Training need to develop and seriously and promptly implement the regulations and requirements in the directives and guidelines for organizing the exam at all levels; organize feedback on draft legal documents, regulations for the high school graduation exam from 2025, and guidelines for organizing the exam, and proactively assess the impact at the local level.

Specifically, the Ministry of Education and Training requires provincial Departments of Education and Training to continue training teachers to develop exam questions and contribute exam questions/test papers to the open-ended question library to serve the organization of the high school graduation exam from 2025 onwards.

In order to equip teachers with the capacity to create test questions, according to Professor Huynh Van Chuong, Director of the Quality Management Department of the Ministry of Education and Training, the Ministry is currently implementing teacher training nationwide; and at the same time, providing support for the creation of regular and periodic test questions and assessments in schools.

Regarding changes in the way high school graduation exams are structured from 2025 onwards, Mr. Chuong stated: According to the announced exam format, the multiple-choice exams will have some changes, such as: adding two new multiple-choice answer formats alongside the standard format where students choose one correct answer out of four; and some changes in the scoring method for the new multiple-choice question formats. These changes help to better classify students and reduce the probability of guesswork. This contributes to a more accurate assessment of the candidates' abilities and better differentiation of exam scores.

From 2025 onwards, the high school graduation exam will be designed to assess competence, ensuring continuity with the 2006 General Education Program, while also adhering to the implementation roadmap of the 2018 General Education Program. This will take into account that students will only study the new program for three years of high school, not completing the full 12 years of the 2018 General Education Program. Furthermore, the exam will closely follow the curriculum and avoid using material from textbooks.

This aims to address the problem of students only memorizing lessons or readily available materials mechanically, while also ensuring fairness when students study different textbooks. The exam questions are categorized by level, meeting the requirements of the exam with multiple objectives. These include requiring students to apply their learned knowledge and skills to real-world situations and given contexts.

To facilitate teaching, learning, and exam preparation for the high school graduation exam, the Ministry of Education and Training has implemented a comprehensive set of solutions. Accordingly, the exam structure and format were announced by the Ministry of Education and Training in March 2024, giving students and teachers the entire 12th grade (academic year 2024-2025) to review and familiarize themselves with the new exam structure and format. In the near future, focus will be placed on developing, piloting, and publishing sample exam papers that can be used consistently for many years.

Ahead of the 2024-2025 school year, for secondary schools, the Ministry of Education and Training emphasizes that test questions should adhere closely to the structure and format for student assessment. The teaching and test design process must comply with and follow the correct procedures, from correctly identifying the purpose of the test to selecting appropriate contexts for students to apply their learned knowledge in handling real-life situations. The Ministry stressed that it will soon release sample test questions to help localities, teachers, and students prepare well for the exams.

Over the past period, the Ministry of Education and Training has proactively organized training for approximately 2,500 teachers of various subjects from 63 provinces/cities on exam question development. To date, the Ministry has received questions developed by teachers from all 63 Departments of Education and Training and is urgently implementing the next steps, inviting experts and teachers to evaluate the quality of all these questions. This will help create an open exam question library that can be widely tested in localities to select good questions for inclusion in the standardized exam question bank (according to the examination process).
