Minister Nguyen Van Hung said that the efforts of the Party Committee, government and people of the capital in recent times have brought about positive changes in the development of Hanoi's culture and people. Agreeing with the achieved results, the Minister also shared the difficulties and limitations, especially the tasks and solutions that Hanoi has proposed in the coming time.

Minister Nguyen Van Hung said that Hanoi has been creative in implementation, always focusing on the cultural environment, considering it the root and foundation for creating and developing culture in a sustainable manner.

Once again emphasizing the importance of the "three-horse carriage" of culture, sports , and tourism, in which culture plays the role of "reins", the Minister stated that we need to perceive more deeply, more fully, and concretize the policies and viewpoints on cultural development in the Party's Resolutions, in which culture is not only a resource but also a spiritual foundation. "Hanoi has soon perceived, implemented, and concretized the spirits and viewpoints in the Party's Resolution XIII on culture. Building the culture and people of the Capital in recent times has created a new, positive appearance...", Minister Nguyen Van Hung said.

According to the Minister, from awareness, there needs to be solutions and a roadmap to effectively promote the Program in practice. Awareness has shown Hanoi's vision and thinking on the issue of building the culture and people of the Capital. It is necessary to have correct awareness to have good actions, correct thinking to have appropriate actions. Hanoi has decided to invest more than 14 trillion VND in relic restoration, along with budget investments in culture, creating effects and spreading power, a new look for the culture and people of Hanoi.

The Minister also said that Hanoi has been creative in implementation, always focusing on the cultural environment, considering it the root and foundation for creating and developing culture in a sustainable way. The cultural environment has initially spread beautiful values, most clearly from the code of conduct among the people, contributing to affirming the core of Hanoi people as civilized, elegant, friendly, spreading these values to the people living in the capital.

According to Minister Nguyen Van Hung, in policy making, Hanoi has adopted a new approach, seamlessly integrating culture into economy and economy into culture. The successes achieved are the result of integrating the development of cultural and tourism industries into policy making.

Hanoi's cultural flow must be the main one.

The Minister suggested: “Hanoi will coordinate more closely with the Ministry of Culture, Sports and Tourism to contribute to bringing the “cultural boat” to new heights. From its own way of doing things, I hope that Hanoi will share with other localities to create a common effect, as General Secretary Nguyen Phu Trong affirmed, culture is the driving force for the country’s development.”

In addition to the achievements, according to the Minister, Hanoi has pointed out difficulties and bottlenecks. In cultural development, changing the mindset and way of thinking about culture is very important. It is necessary to recognize that culture is not simply "flags, lights, trumpets, drums", not just a form of art, but culture must be understood and placed in its rightful place. "Building a bridge can immediately see the effectiveness, but building culture takes 10 years to see the effectiveness. The recognition and evaluation of culture must be objective and responsible. Therefore, when identifying difficulties and limitations, Hanoi needs to have solutions to thoroughly handle these difficulties. There are things that do not cost much money but are very important, that is, to create consensus among the people, the people are the subject...", the Minister said.

Regarding development resources, the Minister said that it is necessary to identify the focus and key points, and at the same time pay attention to exploiting more social resources. In recent times, Hanoi has been successful in building and perfecting cultural institutions, but how to manage and use this system is important. There needs to be a solution so that these cultural locations and institutions are constantly lit up, becoming the center to attract people to come and enjoy cultural values.

“On the other hand, in the process of rapid urbanization, Hanoi faces many pressures, but from a cultural perspective, it can be seen that this is a process of cultural lifestyle exchange in the regions to the capital. Therefore, on the basis of building the culture and people of Hanoi with the criteria set out in Program 06, the flow of Hanoi culture must be the mainstream in the exchange between different cultural styles, without losing the unique value of Hanoi…”, the Minister emphasized.

At the same time, the Minister also stated that Hanoi needs to pay more attention to the institutional aspect in building the culture and people of Hanoi. In the coming time, the National Assembly will allow amendments to the Capital Law. The Hanoi Party Committee needs to direct the drafting agency to deeply study the content and basis of culture to turn it into a legal tool, mobilizing resources from the perspective of both management and creating development for culture. This is especially meaningful for a capital with a thousand years of culture, a long tradition and a rich and massive treasure of cultural heritage. These are also issues that must be compatible with other laws such as the Law on Cultural Heritage that will be amended in the near future...

“The Party and State are requesting the Ministry of Culture, Sports and Tourism to urgently develop and submit a national target program on cultural revival and development and building Vietnamese people. We hope that Hanoi will join the Ministry in developing this important program, in which Hanoi's contents can be integrated into the overall national cultural development program to create a combined strength…”, according to the Minister.

According to the Minister, the Government has just assigned the Ministry to conduct research to propose the construction of a National Cultural House. Emphasizing that this important cultural institution must be located in Hanoi, the Minister also acknowledged that this project will be especially valuable when placed in the overall cultural and architectural complex, forming a separate cultural ecosystem of the Capital, creating a cultural highlight.

Emphasizing that after the 2021 National Cultural Conference, there have been many major seminars on culture, especially the Seminar on cultural value systems, the Minister hopes that Hanoi will have specific contents such as the capital's value system associated with the national value system; the good qualities of Vietnamese people associated with the standards of Hanoi people...

Recalling the General Secretary's speech at the 17th Hanoi Party Congress: "Hanoi people must live a truly cultured life, representing the national culture. That is a lifestyle of humanity, affection, loyalty, purity, and politeness ("Even if not fragrant, it is still jasmine; Even if not elegant, it is still a person of Trang An"). Hanoi needs to expand relations with the capitals of other countries, increase the promotion of Thang Long - Dong Do - Hanoi to international friends, create a premise for expanding foreign relations, international exchanges, contributing to raising the position of the capital and our country in the international arena ", according to the Minister, this is a statement of profound significance for the implementation of the contents on building the culture and people of Hanoi; creating motivation and contributing worthy of the position of the capital in the process of national development.

The report of the Hanoi Party Committee emphasized that implementing Program 06-Ctr/TU "Developing culture, improving the quality of human resources, building elegant and civilized Hanoians" in the period of 2021 - 2025, many targets and tasks have "reached the finish line" ahead of schedule. Deputy Secretary of the Hanoi Party Committee Nguyen Van Phong affirmed that after the conference, Hanoi will have more motivation and responsibility to implement and complete the tasks in the Program. After more than 2 years of implementation, Program 06 has created changes from the city to the grassroots in cultural development, improving the quality of human resources, building elegant and civilized Hanoians. Many agencies and units have proactively concretized the policy, built creative cultural models, promoted efficiency, and made important contributions to the development of service activities, promoted tourism development in parallel with improving the quality of people's lives...

Deputy Secretary of the Hanoi Party Committee Nguyen Van Phong also said that it is necessary to continue to create comprehensive changes in awareness in the issue of culture and people. In the coming time, the Steering Committee of Program No. 06-CTr/TU will focus on inspection and supervision to unify awareness and have higher determination in implementation.
