Clearly identify areas to focus investment resources on

Speaking at the discussion, National Assembly delegates said that the National Target Program on Cultural Development for the 2025-2035 period, developed by the Government, includes goals, tasks, and solutions to develop Vietnamese culture in the 2025-2035 period nationwide, in accordance with regulations on national target programs. The investment in the Program at the present time fully meets the political , legal, scientific, and practical bases; continue to affirm the Party's viewpoints and policies, the State's policies on the position, role and importance of culture in the cause of building, protecting and developing the country sustainably;... At the same time, contribute to increasing investment resources, meeting the urgent requirements of comprehensive human development and building an advanced Vietnamese culture imbued with national identity, so that culture truly becomes a solid spiritual foundation of society, an endogenous strength, a driving force for national development and national defense.

Participating in the discussion, delegate Le Thi Song An - National Assembly Delegation of Long An province said that the development of cultural industry is extremely important, contributing to the implementation of goals, targets, tasks and solutions for cultural development set out in the policies and resolutions of the Party and the State. Nowadays, cultural industry is one of the key economic sectors of the knowledge economy, contributing to promoting, protecting and developing national identity. Cultural industry is currently the "golden goose" of many world economies.

Through research, the Program aims to strive for cultural industries to contribute 7% of the country's GDP by 2030; strive for cultural industries to contribute 8% of the country's GDP by 2035 and have an average annual growth rate of 7%. This is considered a promising goal. The Strategy for the Development of Vietnam's Cultural Industries to 2020, with a vision to 2030, also clearly states the view that cultural industries are an important component of the national economy, and clearly identifies 12 fields classified as cultural industries.

From the above analysis, delegates suggested that the Program needs to clearly identify which of these 12 areas need to focus investment resources, which areas need to develop mechanisms and policies to call for socialization to mobilize resources for implementation, avoiding dispersion and ineffective investment. At the same time, continue to research, amend and supplement current regulations such as: Law on Cultural Heritage; Decree 31/2021/ND-CP detailing and guiding the implementation of a number of articles of the Investment Law and Decision 1466/QD-TTg dated October 10, 2008 of the Prime Minister on the list of socialization implementation, ... to remove obstacles related to calling for socialized investment in the cultural field in the past time.

Regarding the construction of grassroots cultural institutions, especially the investment in cultural institutions in industrial parks, delegate Le Thi Song An said that the investment in the construction of cultural institutions in industrial parks is a strategic, long-term goal of the Party and State, because it not only contributes to improving the cultural and spiritual life of workers but also creates favorable conditions for them to work with peace of mind and stay with the enterprise for a long time.

However, in reality, the construction of cultural institutions in industrial parks today still faces many difficulties and limitations such as: Investment in building a system of cultural institutions for workers in industrial parks is still limited, not meeting the needs of workers. This also comes from many reasons, mainly because most businesses are still interested in production and business efficiency but do not pay much attention to improving the cultural and spiritual life of workers; some businesses lack land funds; or are small and medium-sized, so their financial potential is still weak, leading to a lack of capital to invest in building a system of cultural institutions,...

In addition, because workers often have to work overtime, they have little time to relax, entertain, etc. Therefore, in order to gradually overcome the "gaps" in building cultural institutions and creating a playground for workers, delegates suggested that it is necessary to supplement and specify mechanisms and policies in building cultural institutions in industrial parks, especially the coordination between all levels of sectors and enterprises in investing and planning the overall development of the system of cultural and sports institutions in industrial parks; improve the quality of activities, meet the needs of cultural enjoyment, sports, entertainment of workers, contributing to the construction and development of the country.

Design clearer policies to encourage businesses to invest in the cultural sector

Speaking at the discussion, delegate Hoang Duc Thang - National Assembly Delegation of Quang Tri province said that the National Target Program on Cultural Development for the period 2025 - 2035 was elaborately developed, quite complete, comprehensive, with a long-term vision and has clarified the goals in each specific period.

Emphasizing the Program's goal of reaching many people, communities and cultural institutions over a large area, delegate Hoang Duc Thang said that the participation of people and communities is the basis for ensuring the success of the Program in particular and the cultural cause in general, as people are the creative subjects, creating culture and also the beneficiaries of the cultural values.

Therefore, the delegates proposed to review and supplement policies to encourage the participation of the majority of people and communities in cultural activities, cultural creation, cultural practice, dissemination, transmission and development of cultural values. Along with that, it is necessary to promote the role of enterprises and economic organizations in the cause of cultural development. "If the people are the subjects creating culture, the business community and economic organizations are the support and creation for cultural products to flourish. However, the position and role of enterprises and economic organizations have not been clearly affirmed in the Program", delegate Hoang Duc Thang emphasized.

Noting this issue, delegate Hoang Duc Thang suggested that it is necessary to design clearer policies to encourage businesses to invest in the cultural sector through preferential policies and support for businesses. This not only increases social resources for cultural activities but also creates a connection between cultural development and economic development. Economic development must have culture, cultural development must have economic resources to support it.

In another content, delegate Trinh Thi Tu Anh - National Assembly Delegation of Lam Dong province noted that target number 2 of the Program requires: 100% of provincial-level administrative units to have all 3 types of cultural institutions; setting this target for all regions, areas, and localities is unreasonable. According to the delegate, it is necessary to consider and design targets suitable to the characteristics of each specific locality, in the direction that each region and area has its own characteristics, there needs to be a core selection as a foundation to promote and preserve the cultural values of that region, ensuring cultural diversity and feasibility.

At target number 4, at least 95% of national special relics and 70% of national relics are restored and embellished. As of 2020, our country has over 40,000 relics that have been inventoried according to the Law on Cultural Heritage, including 112 national special relics, about 4,000 national relics and many relics that are in disrepair and at risk of damage and deterioration. Many relics have been restored, but a large number have been repaired incorrectly. Restoring and embellishing relics is a complicated task, requiring a lot of time to implement, and large investment costs. Given this reality, delegate Trinh Thi Tu Anh suggested that it is necessary to clarify the basis, basis for determining and clarifying the feasibility of the target, and at the same time have appropriate solutions for successful implementation.

Delegate Tran Thi Hoa Ry - National Assembly Delegation of Bac Lieu province highly appreciated the investment, research and development of the Government's Program with 07 general target groups, 9 specific targets, 10 component contents, 135 targets, 42 specific tasks and 186 detailed activities to be implemented in the two phases of 2025 - 2030 and 2030 - 2035. However, the delegate suggested that it is necessary to review and minimize duplication of content in the programs being implemented. On the other hand, focusing on key investment resources, ensuring the relative independence of the Program but also taking advantage of appropriate resources from other programs.

Delegate Nguyen Huu Toan - Delegation of National Assembly Deputies of Lai Chau province also agreed with the general goals as presented by the Government, which were set at the right national level. However, when studying the specific goals, the delegate said that the general goals and the specific goals were not consistent with each other. The delegate gave an example of the general goal stating: "Creating a strong, comprehensive change in cultural development and building, perfecting, ethical standards, identity, bravery, and the system of values of Vietnamese people and families", but with 9 specific groups of goals such as striving to complete 100% of the construction and promulgation of codes of conduct suitable for localities by 2030; or the specific goal of striving to have at least 95% of special national relics and 70% of national relics restored and embellished by 2030... was not consistent with the general goal. Delegates expressed concern that if not careful, the culture will not be preserved as it was before investment, so it is necessary to emphasize the viewpoint of preserving and promoting values, because there are relics that are small but are heritage, if built larger, they will no longer be relics or heritage.

“It is recommended to build a program on national culture, select major issues that require the State's participation and elevate culture, maintain and develop culture. This is the important goal. We should not set goals such as how many films participate in international film festivals, but rather build mechanisms and legal policies to remove difficulties and create conditions for cultural development,” said delegate Nguyen Huu Toan.
