Consider social supervision and criticism as a key and regular task.

BTO-That is the request of comrade Nguyen Hoai Anh - Alternate member of the Party Central Committee, Standing Deputy Secretary of the Provincial Party Committee at the online conference with district, town and city Party Committees on summarizing 10 years of implementing Decision No. 217-QD/TW, dated December 12, 2013 of the Politburo (11th tenure) on promulgating the Regulation on supervision and social criticism of the Vietnam Fatherland Front and socio-political organizations (called Decision 217) taking place on the morning of November 29.

The conference was also attended by representatives of the Provincial People's Council, Provincial People's Committee, departments, branches, Vietnam Fatherland Front and socio-political organizations of the province.

After 10 years of implementation, the provincial level and localities and units have closely followed Decision 217, regulations and instructions of the Provincial Party Committee Standing Committee to fully and seriously implement and achieve many positive results. Notably, the awareness and responsibility of Party committees, authorities, the Vietnam Fatherland Front, socio-political organizations at all levels, cadres, party members, union members and association members regarding social supervision and criticism have been raised. The role and responsibility of the Vietnam Fatherland Front and socio-political organizations in implementing social supervision and criticism have been promoted.

From 2013 to 2023, the Standing Committees of Party Committees at all levels have directed and approved 5,869 contents of social supervision and criticism of the Vietnam Fatherland Front and socio-political organizations at all levels. The supervision contents focus on the following issues: Public reception and settlement of petitions, complaints and denunciations of citizens; issuance of land use right certificates; management of minerals, natural resources and environment; compensation and resettlement support for construction projects in the province; implementation of the Social Insurance Law for employees working in non-state enterprises... The social criticism contents focus on the following issues: Projects and resolutions on socio-economic development...

Along with that, in recent years, the Vietnam Fatherland Front Committee and socio-political organizations at all levels have gradually become more proactive in organizing monitoring activities; there has been coordination to select and implement monitoring programs and plans suitable to local conditions. From 2013 to 2023, the whole province has organized 10,887 monitoring sessions for organizations and individuals...

Through supervision and social criticism, the Vietnam Fatherland Front Committee and socio-political organizations at all levels have proposed and recommended 26,306 contents (of which, 19,577 recommendations were made through supervision, 6,729 recommendations were made through social criticism), contributing to the development and correct implementation of the Party's guidelines and policies and the State's laws and policies; promptly detecting missing, inappropriate and incompatible contents in draft documents of agencies and socio-economic development programs and projects. From there, proposing practical contents, suitable to the reality of social life and improving the feasibility and effectiveness of policies, programs, projects, contributing to protecting the legitimate rights and interests of the people, promoting democracy and enhancing social consensus.

After monitoring and social criticism, the Vietnam Fatherland Front Committee and socio-political organizations all have reports and announcements of results sent to relevant Party committees, agencies and units and assigned specialized departments to monitor the settlement of recommendations after monitoring and social criticism. Authorities at all levels have paid attention to leading and directing relevant departments, branches, sectors and units to consider and settle comments and recommendations after monitoring and social criticism and inform the Vietnam Fatherland Front Committee and socio-political organizations for monitoring. To date, 13,964/26,306 recommendations have been settled (53.1%).

However, besides the achieved results, there are still limitations, such as some grassroots Party committees, authorities, units, organizations and a number of cadres, party members, civil servants, public employees, union members and association members have not fully and deeply understood the purpose, meaning and role of social supervision and criticism. The coordination between the government and sectors in creating conditions for the Vietnam Fatherland Front and socio-political organizations to conduct social supervision and criticism is sometimes and in some places still confusing, especially the selection of content and objects of supervision is sometimes and in some places inappropriate and overlapping. The monitoring of the implementation results of recommendations after social supervision and criticism has not received due attention...
At the conference, delegates analyzed and discussed the outstanding results and tasks that the industry and localities have carried out over the past 10 years and pointed out the limitations and unachieved achievements, while proposing a number of tasks and solutions that need to be implemented in the coming time.

Speaking at the conference, Standing Deputy Secretary of the Provincial Party Committee Nguyen Hoai Anh acknowledged the results over 10 years of implementing Decision No. 217. To continue implementing Decision No. 217 to achieve results in the coming time, the Standing Deputy Secretary of the Provincial Party Committee requested Party committees, authorities, the Vietnam Fatherland Front and socio-political organizations to continue promoting propaganda work on social supervision and criticism to raise awareness and actions of all levels, sectors and the whole society. Accordingly, this is considered a key and regular task of the Vietnam Fatherland Front and socio-political organizations. The subjects of supervision and criticism benefit from many things. At the same time, the selection of topics and assignment of tasks to organize the implementation of social supervision and criticism must be carried out scientifically , closely following the needs, practices and situations of localities and units in order to get to the point and avoid formalities. Focus on seriously implementing recommendations after supervision and criticism. Party committees, authorities, and competent agencies shall direct and discipline organizations and agencies that do not seriously implement the recommendations of the Vietnam Fatherland Front and socio-political organizations. Authorities at all levels, especially district and commune levels, shall allocate sufficient funds for the Vietnam Fatherland Front and socio-political organizations to conduct social supervision and criticism in accordance with regulations.
