How to arrange round logs on the vehicle to ensure traffic safety?

In Appendix IV of Circular 41/2023 amending and supplementing Circular 35/2013 regulating the loading of goods on road motor vehicles, the Ministry of Transport has provided detailed instructions on how to load cylindrical goods onto cars to ensure secure fastening and traffic safety when moving.

In case the goods are coils, the Circular stipulates that the coils should be bundled together to form a uniform, durable coil and placed on the loading floor of the vehicle. Note that when arranging the bundles, a 10cm gap must be created between the goods and the side wall of the loading floor.

At the same time, it is necessary to use round lashing straps, tightening between the layers to create a firm fixation of the upper layer by the lower layer. Meanwhile, round lashing straps together with straps are tightened through the rolls of the bottom layer to fix both sides of all the rolls in the lower layer. The upper layers are fixed by round lashing straps.

The surrounding lashing wire must use the type of steel wire that ties the goods horizontally.

For goods in the form of round wooden bars, loading onto the vehicle must ensure the principle of load distribution; use chains or lashing straps and all lashing straps are tightened by anchor bolts or load locks. There are two methods of stacking, vertically or horizontally. If stacked vertically, the wooden bars in the middle at the top must be higher than the wooden bars on the sides to form a pyramid-shaped block.

The lashing across the top of the cargo must be tightened through each block of timber stakes, at least twice if the cargo consists of timber with bark still attached and a maximum length of 3.3 m; at least three times if the cargo is longer than 3.3 m or regardless of length if the bark has been stripped.

If stacked horizontally on the flatbed, the timbers cannot be secured completely by conventional lashing. If the timbers are carried horizontally, the vehicle body must have a door that opens horizontally and the load must not be stacked higher than the roof of the vehicle body.

For long tubular goods, the transportation of long tubular goods must use open-body trucks or vehicles in which the goods are lashed to a trailer at one end.

Vehicles must be equipped with load-bearing blocks or support beams, shims, inserts, pads and floor supports (columns).

The cargo must also be secured with straps or chains of sufficient load-bearing capacity to ensure the safety of the cargo; use a minimum of 6 straps or chains to secure the tail, middle and front of the shipment; all straps are tightened with anchor bolts or load locks.

When the vehicle is on the road, it must be regularly checked throughout the journey and the straps must be tightened if necessary.
