Delete more than 86 million bank accounts from September 1.
According to the State Bank of Vietnam (SBV), the country currently has about 200 million bank accounts. However, after implementing the biometric authentication requirement, the system only recorded 113 million personal accounts and more than 711,000 active organizational accounts. Deleting bank accounts that have not been authenticated and have not generated transactions for a long time will help clean up the bank account system, helping to prevent common forms of fraud in recent times such as fake accounts to receive money, withdrawing money without the owner's name, or laundering money through electronic banking channels. Customer verification and verification is currently being implemented in parallel with the Government's Project 06, with coordination between the SBV and the Ministry of Public Security .
It is expected that commercial banks will erase more than 86 million of these accounts from September 1, 2025. In fact, some large banks such as BIDV, Vietcombank, Agribank , Techcombank, VPBank... have proactively locked or closed accounts showing signs of risk.
The State Bank of Vietnam is currently building a common database of accounts with signs of fraud to monitor and warn of unusual transactions. The State Bank of Vietnam has drafted a decree to replace Decree 88/2029 on administrative sanctions in the banking and monetary sector with administrative fines increased 4-5 times compared to the current level (up to 200 million VND for the act of leasing or borrowing accounts).
The Ministry of Public Security also proposed criminal prosecution of individuals who rent or borrow bank accounts.
For corporate accounts, there are currently about 711,000 accounts, accounting for 55% of the organization's bank accounts, that have been verified with the biometric information of the legal representative. From July 1, corporate accounts must also be biometrically authenticated to make transactions.
