Handling bottlenecks in the arrangement, innovation and improvement of the operational efficiency of state-owned enterprises (See photo news) (See video news)

(MPI) - The Government Office has issued Notice No. 17/TB-VPCP on the conclusion of Deputy Prime Minister Ho Duc Phoc at the meeting of the Steering Committee for Enterprise Innovation and Development on the situation of state-owned enterprise restructuring and enterprise development in the 2021-2024 period; tasks and solutions for 2025.

In the period of 2021-2024, the work of arranging, restructuring state-owned enterprises (SOEs) and developing enterprises has achieved some positive results, but so far it is still limited, the number of SOEs approved for restructuring projects is small (only reaching 17% in number), there are still 559 enterprises (DN) that have not been approved. There are still some shortcomings, obstacles, and newly arising issues that need to be further studied and re-evaluated to have appropriate laws such as proposing amendments, supplements, and improvements to current laws or reporting to the Central Committee for consideration and comments during the process of summarizing the implementation of Resolution No. 12-NQ/TW dated June 3, 2017.

The task in 2025 is very heavy as we must continue to perfect the policy institutions (Law replacing Law No. 69/2014/QH13), streamline the organizational apparatus according to the Party and State's policies (such as terminating the operation of the State Capital Management Committee at enterprises), and continue to remove existing problems and difficulties, promote the restructuring of state-owned enterprises, and develop enterprises.

Based on the assessment of the implementation situation, achieved results, existing limitations and causes; in order to effectively carry out the management, restructuring, support and development of SOEs and enterprises in general in 2025 and some policy and mechanism orientations in the period after 2025, Deputy Prime Minister Ho Duc Phoc requested ministries, agencies, localities and enterprises to focus on implementing the following main tasks:

Heads of ministries, ministerial-level agencies, government agencies, Chairmen of People's Committees of provinces and centrally run cities, Chairmen of Boards of Members/Chairmen of Boards of Directors/representatives of state capital at economic groups, corporations, and state-owned enterprises are responsible for the progress of approval and implementation of the Enterprise Restructuring Project, the plan to reorganize state-owned enterprises and enterprises with state capital to ensure publicity, transparency, and efficiency.

Quarterly or every 6 months, the Steering Committee holds meetings to assess the recent situation (the Steering Committee's operations; the implementation of the work of arranging, restructuring state-owned enterprises and developing enterprises, etc.), promptly advising the Government and the Prime Minister on solutions to remove obstacles, arising issues, and existing problems (if any).

State-owned enterprises, economic groups, and corporations proactively research development trends of new industries and fields in the world, promote digital transformation and application of science and technology, closely follow the situation, strive to fulfill the highest tasks, production, business and investment development plans, ensure the provision of essential products and services, and major balances for the economy.

Owner representative agencies focus on proactively and actively grasping the practical situation, especially the difficulties, obstacles, and bottlenecks in the activities of arranging, innovating, and improving the operational efficiency of SOEs in particular; and the existing problems and obstacles in the production and business activities of enterprises in general. On that basis, promptly handle issues within their authority; coordinate and make recommendations to the Ministries to advise the Government and the Prime Minister to handle outstanding and newly arising issues.

At the same time, direct the corporations, general companies, and affiliated SOEs to accelerate the progress and ensure the quality of investment projects. Highly concentrate resources to ensure the progress milestones for large and important projects.

The Ministry of Finance shall preside over and coordinate with the Steering Committee and the representative agency of the owner to urge and inspect the development, approval and implementation of the restructuring project of economic groups, corporations and state-owned enterprises; promptly issue documents urging the representative agencies of the owner to approve the restructuring project of affiliated state-owned enterprises according to their authority and legal regulations.

At the same time, preside over and coordinate with the Ministry of Planning and Investment to propose orientations and methods for restructuring, rearranging, innovating, developing and improving the efficiency of SOEs; criteria for classifying state-owned enterprises and enterprises with state capital in the period of 2026-2030; and report to the Prime Minister in the second quarter of 2025.

The State Bank of Vietnam shall promptly and fully implement the directives in Official Dispatch No. 72/VPCP-KTTH dated January 3, 2025, accordingly, promptly implement solutions within its authority or submit to competent authorities to complete the legal framework for bad debt handling.

The Ministries of Planning and Investment, Finance, State Bank of Vietnam, etc., according to their assigned functions and tasks, shall urgently study the recommendations of the Groups and General Corporations raised at the meeting to immediately handle issues within their authority according to legal regulations; in cases beyond their authority, they shall report to competent authorities for consideration, decision or advice to the Government and Prime Minister in the process of drafting, amending and supplementing the promulgation of relevant laws.

Ministries, agencies and localities shall strengthen the urging, inspection and supervision of the implementation of the work of arrangement, equitization and restructuring according to their authority; the Steering Committee shall preside over and coordinate with relevant agencies to continue to urge, inspect and evaluate the implementation situation at a number of key agencies and units./.
