The issue of handling violations of alcohol concentration when driving vehicles with a resolute and thorough spirit, without exception, without restricted areas has been discussed a lot. In particular, the traffic police force of the Ministry of Public Security as well as the Ninh Binh Provincial Police have seriously and resolutely implemented it, many times, many days in the province.
Up to now, the awareness of the majority of cadres, party members, civil servants, public employees; soldiers in the armed forces and the people about complying with the provisions of the law and not violating alcohol concentration when driving vehicles has been raised.
As a result, the traffic accident situation in Ninh Binh province continues to be controlled; the number of accidents, deaths and injuries has decreased compared to the same period last year... However, the number of people violating traffic safety and order is still very high, including possibly officials and party members.
In the first 9 months of 2024 alone, the provincial police force detected and recorded 40,964 cases of traffic safety violations, including 7,086 cases of alcohol concentration violations; fined nearly 80.67 billion VND, revoked 6,670 driver's licenses, and detained 9,673 vehicles. The situation of alcohol concentration violations when driving vehicles in other localities across the country also had very complicated developments.
There are also some cadres, civil servants, public employees, and soldiers in the armed forces who lack exemplary behavior, violate the law, have alcohol concentration in their blood or breath (generally called alcohol concentration violations) but still drive vehicles; even have substandard behavior, do not cooperate, and do not comply with inspections by authorities...
On September 17, 2024, the Prime Minister issued Directive 35/CT-TTg on handling cadres, civil servants, public employees, and soldiers in the armed forces who violate regulations on driving vehicles with alcohol concentration in their blood or breath; and do not cooperate with authorities in handling violations.
In order to seriously and effectively implement Directive No. 35/CT-TTg of the Prime Minister, on October 7, 2024, the People's Committee of Ninh Binh province issued Plan 180/KH-UBND for specific implementation in the province. Public opinion highly welcomed and agreed with the Prime Minister's Directive and the Implementation Plan of the Ninh Binh Provincial People's Committee.
These are timely directives and with a very resolute attitude towards alcohol concentration violations by cadres, civil servants, public employees, and soldiers in the armed forces (hereinafter referred to as cadres). In Plan No. 180, the Provincial People's Committee requested the Provincial Police to direct functional units in the process of patrolling, controlling, and handling traffic violations to comply with the principles of "rule of law", "no forbidden zones, no exceptions", not accepting intervention, influence to ignore violations; strictly discipline cadres who do not thoroughly handle or ignore violations during the process of handling administrative traffic violations.
The handling process must be verified. If the violator is a cadre, civil servant, public employee, or armed forces officer or soldier who violates the alcohol concentration when driving a vehicle and does not cooperate with the authorities in handling the violation, the agency or unit managing the cadre, civil servant, public employee, or armed forces officer or soldier must be notified for consideration and handling in accordance with regulations.
In cases of driving vehicles in violation of traffic laws, causing traffic accidents related to alcohol concentration, opposing behavior, disturbing public order, obstructing the performance of duties of functional forces, it is necessary to promptly consolidate records, investigate, coordinate with the People's Procuracy and the People's Court to strictly handle them in accordance with the provisions of law.
Investigate and strictly handle traffic accidents related to alcohol concentration caused by people and vehicles managed by the Police; review and strictly handle cases of officers and soldiers under the management scope violating alcohol concentration and not cooperating with the authorities in handling violations.
For the Department of Home Affairs: "...instruct agencies, organizations and units to strictly handle cases of cadres, civil servants and public employees violating alcohol concentration, not complying with requests of law enforcement forces; handle the responsibility of the heads of agencies and units directly employing cadres, civil servants and public employees who violate regulations". In particular, the Plan of the Provincial People's Committee also clearly stipulates: "Strictly prohibit all acts of intervention or influence in the process of handling violations of traffic laws by competent agencies"...
Thus, implementing the Plan of the Provincial People's Committee, not only the officials violating alcohol concentration will be handled, but the heads of agencies and units with officials violating will also be held accountable; the functional forces performing public duties when checking and discovering people violating alcohol concentration but not thoroughly handling or ignoring the violation will also be disciplined; "relatives" who intervene and influence the handling process are also strictly prohibited.
Perhaps never before has the Provincial People's Committee's Plan demonstrated such decisiveness and determination in handling violations of alcohol concentration as this time. It is time to reshape the habit of obeying the law, first of all traffic laws as well as other legal regulations for the staff. Otherwise, there will be officials who think they are "State employees", have wide connections, and if they are unfortunately checked for violations, they will surely receive help or be ignored.
If a legal regulation is not strictly implemented, it is very likely that the cadre will commit other violations. Therefore, as a cadre, civil servant, public employee, or soldier in the armed forces, one must strictly comply with the provisions of the law, regulations, and statutes of the People's Army and the People's Public Security.
We hope that the cadres, civil servants, public employees and soldiers in the armed forces will always be exemplary, strictly comply with the provisions of the law, not violate alcohol concentration; implement "if you drink alcohol, do not drive", contributing to ensuring order and traffic safety in the province.
