On June 18, the Ho Chi Minh City Market Management Department said that the city is a large area with high business density, including many markets, shopping malls and online trading, putting great pressure on enforcement forces in terms of coverage and supervision.
In particular, handling counterfeit goods on digital platforms is difficult because the subjects often hide their identities, do not leave clear transaction information, and are difficult to verify and trace.
The report of the Ho Chi Minh City Market Management Department also shows that the current difficulty and problem is that handling in some areas is difficult due to lack of cooperation from businesses and signs of avoidance when detecting inspection by functional forces.
Along with that, counterfeit products are increasingly sophisticated, confusing with genuine products, requiring support from technical equipment and the company that owns the rights. Notably, a segment of consumers are still accustomed to choosing cheap products, not fully assessing the risks of safety and quality when using counterfeit products.
Meanwhile, the process of streamlining and streamlining the organization is still in transition. Some tasks need time to adjust to the new structure, so the work processing in some cases is not as timely as desired.
In addition, the inspection and handling of violations in the field of e-commerce is still limited because some civil servants do not have the required professional expertise; the preservation and storage of evidence of violations, which are fresh foods, during the period of temporary detention for examination, verification and handling of violations is a major challenge due to the lack of specialized storage facilities.
To overcome the shortcomings, limitations and improve the effectiveness of the work against smuggling, trade fraud and counterfeit goods in the coming time, the Ho Chi Minh City Market Management Department recommends urgently amending the 2016 Market Management Ordinance and related legal regulations to suit the actual situation of the structure, organization, functions and tasks of the Market Management force in the new situation.
At the same time, urgently put into operation database systems on the origin, export of goods, and violators to allow authorities to easily look up information on products, trademarks, signs of counterfeit goods, and handled violations.
According to Mr. Nguyen Quang Huy, Deputy Head of the Ho Chi Minh City Market Management Department, it is necessary to deploy AI tools to automatically detect acts of selling counterfeit and banned goods on social networks and e-commerce platforms and use Big Data to analyze the rules and tricks of the subjects. From there, forecasts can be made and plans for inspection and control must be developed to focus on key points and achieve effectiveness and efficiency.
At the same time, implement a strong communication campaign in various forms (on television, newspapers, social networks, community events) to raise people's awareness of the harmful effects of counterfeit goods and the benefits of consuming goods with clear origins; build a mechanism to encourage and protect those who report violations and make them public.
“The peak plan for market control has been and is being seriously and properly implemented by the Ho Chi Minh City Market Management Department, initially achieving positive results in the fight against smuggling, trade fraud and counterfeit goods.
However, given the increasingly complex and sophisticated nature of violations, it requires closer and more synchronous coordination between forces, along with the attention and close direction of competent authorities to improve work efficiency in the coming time," Mr. Nguyen Quang Huy added.
Statistics show that during the peak period of market inspection and control from May 15, 2025 to June 15, 2025, the Ho Chi Minh City Market Management Department inspected 137 cases (down 70.85% compared to the same period last year), detected and handled 137 violations (down 68.86%).

Through the implementation of the Plan for peak monitoring, inspection, and handling of smuggling, trade fraud, counterfeit goods, and intellectual property infringement in 2025, the Ho Chi Minh City Market Management Department recorded a decrease in indicators compared to last year, but many cases were large and serious.
In addition, many cases focus on key products such as food, functional foods, dairy products, bird's nest products, cosmetics... these are all products that directly affect human health and life.
In the first 6 months of 2025 (from December 15, 2024 to June 14, 2025), the Ho Chi Minh City Market Management Department inspected 533 cases, detected and handled 526 violations.
The total amount of administrative violation handling is 19.93 billion VND, of which 11.64 billion VND is administrative violation fine, the value of violated goods is 8.29 billion VND (the value of destroyed goods, forced destruction is 4.54 billion VND, the value of goods awaiting handling is 3.75 billion VND), the budget is collected 15.23 billion VND, 4 cases with signs of criminality are transferred to the investigation agency./.
