Xuan Truong develops digital economy to contribute to growth

Digital economy (DECO) plays an important role in the socio-economy in the digital age. Grasping this trend, in the digital transformation roadmap, the District Party Committee and People's Committee of Xuan Truong District focus on building infrastructure for DECO development; creating conditions for businesses to develop suitable digital platforms, serving production and business activities, administration, and business management, and encouraging people to use digital services provided by the government and businesses as well as using digital platforms to develop household economy... bringing high economic efficiency, contributing significantly to promoting socio-economic development, forming civilized commerce.

The first result in building the KTS pillar of Xuan Truong district is to build a 4.0 market model with the goal of helping small traders and business households to be equipped with digital payment platforms; 75% of people have bank accounts or e-wallets; 90% of small traders and business households; 70% of people who buy and sell goods use non-cash payment tools proficiently at 4.0 markets. To achieve this result, the district has mobilized the participation of many credit institutions and telecommunications enterprises to fully prepare infrastructure conditions, information security and arrange human resources to complete the provision of bank accounts, open e-wallets, and guide small traders, business households and people to use non-cash payment services. Strengthening propaganda and dissemination of digital payments in commercial transactions on billboards, radio systems, through zalo groups of villages, hamlets, residential groups and the local electronic information page so that people know and implement. Members of the Community Digital Technology Team, Market Management Board and staff of commercial banks in the area have directly visited each business household to propagate and guide the registration of using non-cash payment services. All 14 communes and towns in the district have installed propaganda billboards about 4.0 markets, digital payments mobilized from socialized banks such as Agribank , BIDV, Vietinbank, Social Policy Bank, Co-op Bank, telecommunications units: VNPT, Viettel. The district has also completed the installation of 16 free wifi hotspots at 16 markets in the district to ensure fast, smooth and convenient internet access in public places for online payments. Most small traders in the district have opened accounts and e-wallets with QR codes. Over 90% of people aged 18-60 have opened bank accounts. 100% of bank accounts and e-wallets of people have generated transactions, the growth rate of non-cash payments has reached over 50% compared to the time before the plan was implemented. Market 4.0 contributes to the effective implementation of digital transformation tasks and digital technology development in the district. Up to now, 100% of business households use digital payment services, over 95% of products and services are paid for via digital platforms. The successful implementation of Market 4.0 in the district has created a lever to promote digital technology development, overcoming obstacles in geographical distance and technology level, so that people can easily make payments, trade, exchange, and buy and sell goods anytime, anywhere with just a phone.

Along with the application of digital technology in payment, organizations, political and social organizations, telecommunications and information technology enterprises build an ecosystem of products to promote comprehensive digital development in the fields of tourism, services, agriculture, trade... with products: Electronic invoices, electronic tickets, electronic contracts, e-commerce trading floors, smart tourism, database of the cultivation and livestock industry. 100% of enterprises use the electronic invoice platform; apply digital signatures in transactions with the Tax, Customs, Social Insurance sectors...; about 30% of enterprises are deploying the use of digital platforms in human resource management, financial management, accounting... In addition, production and business establishments in the district have also used digital platforms to introduce products and sell goods through e-commerce channels. In which, the focus is on propaganda, support, and encouragement for people, businesses, and cooperatives to advertise and sell OCOP products on e-commerce platforms Lazada, Shopee or social networks such as Zalo, Facebook. There are 52 key products, OCOP products all have established a traceability system to ensure the requirements for storing and retrieving information at each stage from production to storage, processing and trading of products posted on online sales channels. At the same time, being introduced and sold on e-commerce platforms, helping businesses, cooperatives, and production and business households to access and become familiar with modern sales methods in the digital environment with many utilities, easy management and monitoring, large market, unlimited consumption of local OCOP products.

KTS is promoting its role and actively contributing to the socio -economic development of Xuan Truong district. The budget revenue in the first quarter of 2025 is estimated at 131 billion VND, an increase of 12% compared to the estimate assigned by the province. The achievements in developing KTS of Xuan Truong have significantly contributed to promoting the industrialization and modernization of the whole province.
