At a recent question-and-answer session before the National Assembly, delegate Dao Chi Nghia - National Assembly Delegation of Can Tho province shared the current situation, people's personal information including phone number, full name, address, ID card number, personal account number being leaked is very common.
Not only that, people also receive fraudulent information, messages, fake links, and are bothered by calls offering various services. Delegate Dao Chi Nghia asked the Commander of the Public Security sector to propose solutions to end the above situation.
Regarding this issue, Minister of Public Security To Lam said that currently, protecting personal data is a very important issue, especially in the process of digital transformation.
In 2023, the Ministry of Public Security handled and warned about tens of millions of database breaches. Many of these cases and crimes involved personal data theft and intrusion into personal databases.
The head of the Ministry of Public Security is concerned: “ People’s awareness of protecting personal data is not high. People may be willing to provide information to others, to businesses when carrying out civil transactions .”

According to Minister To Lam, the Ministry is also directing the implementation of a number of solutions, including urgently completing the legal framework to propose and develop a law on personal data protection to submit to the National Assembly for comments. Accordingly, it will propose to supplement and amend the 2015 Penal Code to add crimes of disclosing, leaking, and trading personal data to strictly handle this behavior.
Second, improve the effectiveness of state management of personal data protection, focusing on effectively implementing the provisions of the Law on Cyber Security and Decree 13 of the Government on personal data protection.
Minister To Lam added that in the coming time, the Ministry will also strengthen propaganda and mobilize people to raise vigilance and proactively not provide information if not prescribed by law.
The Ministry will also strengthen professional work, investigate and strictly handle acts of revealing, buying and selling personal data and other violations.
The last but not least important measure is to regularly coordinate with ministries, branches and localities to review and fix security vulnerabilities in information systems and databases, especially the technology database of residents and citizen identification, to prevent attacks, intrusions and data theft.
