Yen Bai attends online conference on national target programs

On the afternoon of March 31, Deputy Prime Minister Tran Hong Ha, Head of the Central Steering Committee for National Target Programs (NTPs), chaired an online conference to assess the implementation and preparation for the review of NTPs in the 2021-2025 period. According to the report at the meeting, localities have proactively implemented many specific mechanisms and policies to remove obstacles and accelerate the implementation of national target programs. To date, the National Target Program for Socio-Economic Development in Ethnic Minorities and Mountainous Areas has completed 6/9 target groups. The National Target Program for Sustainable Poverty Reduction has also recorded positive results, with the poverty rate according to multidimensional poverty standards by the end of 2024 being 1.93%, the poverty rate in poor districts being 24.86%, and the poverty rate of ethnic minorities falling to 12.55%, achieving the target assigned by the National Assembly and the Government.

Regarding the National Target Program on New Rural Development, as of March 2025, 78% of communes have met new rural standards, reaching 97.5% of the target for the 2021-2025 period. Notably, 6/15 districts have escaped the list of "white" districts and new rural communes, and 6 provinces have completed the task of building new rural areas. Regarding capital disbursement, as of February 28, 2025, the disbursement rate of public investment capital reached 9.4% of the plan, of which capital under the 2025 plan reached 10%. It is estimated that by March 31, 2025, this rate will reach 16.1%. However, the disbursement of regular funds is still slow, reaching only 1.8% as of the same period.

In Yen Bai, for the National Target Program on Socio-Economic Development of Ethnic Minorities and Mountainous Areas, the province has exceeded the target of reducing the rate of poor ethnic minority households, reducing by an average of 6.73%/year, reaching 10.04% by the end of 2024. The province also had 28/28 communes and 178/191 villages escape the category of special difficulties, achieving a high rate compared to the target...

In the National Target Program on Sustainable Poverty Reduction, Yen Bai has reduced the poverty rate of the whole province to 5.68% by the end of 2024, an average reduction of 4.13%/year, exceeding the target of the province and the central government. Notably, the two poor districts of the province, Tram Tau and Mu Cang Chai, also recorded impressive poverty reduction, an average of over 8%/year...

Regarding the National Target Program on New Rural Development, Yen Bai currently has 78.7% of communes meeting new rural standards, of which 39 communes meet advanced standards and 13 communes meet model standards.... Regarding capital disbursement, as of March 2025, Yen Bai has disbursed 19.6% of the 2025 development investment capital plan.

At the meeting, representatives of ministries, branches and localities focused on discussing the achieved results, pointed out difficulties and obstacles and proposed solutions to more effectively implement the national target programs in the coming time.

Concluding the meeting, Deputy Prime Minister Tran Hong Ha requested that in the coming time, ministries, branches and localities need to focus on reviewing the targets and tasks of the entire 2021 - 2025 period; focus on directing, operating and synchronously implementing solutions to strive to complete unachieved targets; thoroughly resolve institutional problems under the responsibility of the central and local levels; complete the allocation and assignment of state budget estimates and plans before April 30, 2025; pay attention to perfecting steering committees at all levels to have enough personnel to implement the program.

Especially when there is no longer a district level, the Ministry of Finance needs to advise on provincial and communal contents, develop and supplement criteria in programs to continue implementation; speed up the implementation progress and disbursement of capital for national target programs in 2025. Along with that, summarize and evaluate the results of implementing national target programs in the period of 2021 - 2025 and research and propose orientations for implementing the goals of new rural construction, sustainable poverty reduction, socio-economic development in ethnic minority and mountainous areas in the period of 2026 - 2030.
