Mr. Nguyen Thanh Dong: The provincial branch of the Social Policy Bank actively, proactively and promptly advised the Provincial People's Committee and the Board of Directors of the Provincial Social Policy Bank to issue many directive documents, deploy and implement synchronously in the area, aiming to focus the attention and drastic participation of the entire political system at all levels, especially local Party committees and authorities on social policy credit, caring for the poor and policy beneficiaries.
At the same time, the Provincial Branch of the Vietnam Bank for Social Policies regularly disseminates, deploys, and disseminates widely to all cadres, party members, and employees of the unit according to their functions and tasks to effectively implement the contents of Directive No. 34-CT/TW, Directive No. 39-CT/TW, and Plan No. 285-KH/TU in the area. Mr. Nguyen Thanh Dong: The conditions for preferential loans to buy social housing at the Vietnam Bank for Social Policies are basically also according to Decree No. 100/2024/ND-CP dated July 26, 2024 of the Government; there are changes compared to before in expanding the beneficiaries (currently 8 groups, previously 5 groups) and increasing the loan amount for new construction or renovation and repair of houses to a maximum of 1 billion VND (previously 500 million VND).
The subjects eligible for loans are people with revolutionary contributions, relatives of martyrs who are eligible for housing improvement support according to the provisions of the Ordinance on preferential treatment for people with revolutionary contributions. Poor and near-poor households in rural areas. Poor and near-poor households in rural areas in areas frequently affected by natural disasters and climate change. Poor and near-poor households in urban areas. Low-income people in urban areas. Workers and laborers working at enterprises, cooperatives, and cooperative unions inside and outside industrial zones. Officers, professional soldiers, non-commissioned officers of the People's Armed Forces (LLVTND), police workers, civil servants, defense workers and officials on active duty; people working in secretarial work, people working in other secretarial organizations receiving salaries from the State budget currently working. Cadres, civil servants and public employees according to the provisions of the law on cadres, civil servants and public employees.
Regarding the loan amount, for loans to build new houses or renovate and repair houses: The maximum loan amount is 70% of the estimated value or capital usage plan, not exceeding 1 billion VND, based on the construction investment capital rate, housing construction unit price of the competent authority and not exceeding 70% of the value of the property securing the loan. For loans to buy or hire-purchase social housing or housing for the People's Armed Forces: The maximum loan amount is 80% of the contract value for buying or hire-purchasing social housing or housing for the People's Armed Forces.
Conditions for borrowing capital to build new houses or renovate and repair houses: Have a source of income and the ability to repay the debt; have a loan application; have sufficient documents proving the subjects, conditions, and housing status; register permanent residence at the commune-level administrative unit where the residential land and houses need to be built or renovated or repaired are located; have a certificate of land use rights and ownership of assets attached to the land for the housing project that needs to be built or renovated or repaired; have a cost calculation plan and a construction permit; secure the loan with the value of the land use rights and assets attached to the residential land or other assets according to the provisions of law.
Conditions for borrowing capital to buy or hire-purchase social housing or housing for the People's Armed Forces: having a source of income and the ability to repay the debt; loan application; contract to buy or hire-purchase social housing or housing for the People's Armed Forces with the investor; securing the loan with the house being purchased or hired-purchased.

Mr. Nguyen Thanh Dong: For loans to build or renovate and repair houses, customers borrow directly at the Social Policy Bank where they reside and entrust some work contents to socio-political organizations, including: Women's Union, Veterans Association, Farmers' Association and Youth Union. For loans to buy, rent-purchase social housing, housing for the People's Armed Forces, customers borrow directly at the Social Policy Bank with projects in the area.
Loan approval is carried out in a public and transparent manner; documents and procedures are quick; procedural forms are public and announced; the approval process and loan procedures are guaranteed and comply with the instructions in Official Dispatch No. 4546/HD-NHCS dated August 1, 2024 of the General Director of the Vietnam Bank for Social Policies.
