General Phan Van Giang held talks with the Minister of Defense of Belarus.

Within the framework of the State visit of General Secretary To Lam and his wife, along with the high-level Vietnamese delegation, to the Republic of Belarus, on May 12th in Minsk, General Phan Van Giang, Member of the Political Bureau, Deputy Secretary of the Central Military Commission, and Minister of National Defense, held talks with Lieutenant General Khrenin Viktor Gennadievich, Minister of Defense of Belarus.

Welcoming General Phan Van Giang to the high-level Vietnamese delegation accompanying General Secretary To Lam and his wife on their state visit to Belarus, Minister Gennadievich emphasized that Belarus has always considered Vietnam one of its priorities in its foreign policy in the Asia- Pacific region and hopes that both sides will continue to strengthen, cultivate, and develop bilateral relations; promote and further deepen defense cooperation in the spirit of traditional friendship and multifaceted cooperation between the two countries.

General Phan Van Giang expressed his pleasure at meeting Minister Gennadievich again after Minister Gennadievich's official visit to Vietnam in December 2024; emphasized that relations between Vietnam and Belarus have continuously developed over more than three decades since the establishment of diplomatic relations, with defense cooperation being one of the important pillars; and highly appreciated the achievements that Belarus has made in socio-economic development, science, technology and defense.

Both sides assessed that since the talks between the two countries' Ministers of Defence in Hanoi in December 2024, bilateral defence cooperation has been effectively implemented and achieved many important results, notably in the following areas: exchange of delegations at all levels, training, military science, politics, military affairs, continued support and participation in international multilateral activities organized by each side… Both sides also agreed to establish a bilateral working group on defence cooperation to advise and propose to the leaders of the two countries' Ministries of Defence directions and measures to strengthen cooperative relations.

The two ministers expressed their pleasure and agreed that the upgrading of relations between Vietnam and Belarus to a Strategic Partnership during General Secretary To Lam's visit serves as a foundation and impetus for the two countries to enter a new phase of cooperation in many fields, including defense cooperation.

Regarding future cooperation directions, both sides agreed to direct agencies and units of the two Ministries of National Defence to closely coordinate and effectively implement the 2025 Defence Cooperation Plan; to research and consider expanding cooperation in training through short-term courses and exchanging experiences in areas where both sides have strengths and needs; to promote the exchange and concretization of military science cooperation; to actively promote further cooperation, exchange of experiences, and exchanges in politics and military affairs, especially in areas such as political and ideological education for military personnel, training, information and communication, military history, and military justice; to promote the exchange of visiting delegations and recreational activities; to strengthen military technical cooperation; and to support and participate in international multilateral events organized by the Ministries of National Defence of the two countries…

General Phan Van Giang expressed his hope that the Belarusian Ministry of Defense would continue to support and send a delegation to participate in future editions of the Vietnam International Defense Exhibition.

Expressing strong agreement with the proposals of General Phan Van Giang and the issues discussed by both sides to enhance cooperation, Minister Gennadievich expressed confidence that this meeting would lead to the continued substantive and effective development of bilateral defense relations, contributing to the further development of the traditional friendly cooperative relationship between Vietnam and Belarus, in line with the interests of both countries, and contributing to peace, stability, and development in each country and the region.


Major General Vu Thanh Van, Director of the Foreign Affairs Department, Ministry of National Defence of Vietnam, and Major General Valeri Revenko, Director of the International Military Cooperation Department, Ministry of Defence of Belarus, signed the Rules of Operation for the bilateral working group on defence cooperation between Vietnam and Belarus.

Following the talks, General Phan Van Giang and Minister Gennadievich witnessed the signing ceremony of the Regulations on the operation of the bilateral working group on defense cooperation between Vietnam and Belarus. Earlier, in the presence of General Secretary To Lam and President of Belarus Aleksandr Lukashenko, the two ministers exchanged Letters of Intent on strengthening cooperation in training military personnel and experts between the Ministry of National Defense of Vietnam and the Ministry of Defense of Belarus.

* On the afternoon of May 11th, in Minsk, within the framework of General Secretary To Lam's meeting with the Belarusian Association for Friendship and Cultural Exchange with Foreign Countries, the Belarus-Vietnam Friendship Association, and former Belarusian experts who had assisted Vietnam, General Phan Van Giang met with Mr. Braga Vasili Ivanovich, Chairman of the Belarusian Veterans Association who had participated in assisting Vietnam.

During the meeting, General Phan Van Giang congratulated the 80th anniversary of Victory Day in the Great Patriotic War, and informed them that Vietnam had recently successfully celebrated the 50th anniversary of the liberation of the South and the reunification of the country, and would soon be celebrating the 80th anniversary of National Day on September 2nd. He thanked the former Belarusian experts for their contributions and assistance to Vietnam in the past struggle for national liberation and reunification, as well as in the current national construction and development. He expressed his wish for the former Belarusian experts to maintain good health and continue to contribute to the traditional friendship and strategic partnership between Vietnam and Belarus in general, and bilateral defense cooperation in particular. General Phan Van Giang invited Mr. Braga Vasili Ivanovich and the former Belarusian experts to visit Vietnam at a suitable time.

Mr. Braga Vasili Ivanovich congratulated Vietnam on successfully organizing the 50th anniversary of the liberation of the South and the reunification of the country; thanked the Vietnamese Ministry of Defense for its attention and affection towards former Belarusian experts; and affirmed that he will continue to contribute to the traditional friendship and the recently upgraded strategic partnership between the two countries.
