Regulation 285 of the Secretariat clearly states that all violations by party organizations and party members must be promptly detected, prevented and strictly handled; consequences must be remedied in accordance with Party regulations and State laws.

Controlling power, changing the working positions of cadres and party members
The new regulations of the Secretariat set out many measures to prevent violations. These include strictly implementing the principles of democratic centralism, self-criticism and criticism, and questioning within the Party; regulations on controlling power, preventing and combating corruption, waste, and negativity; and declaring and publicizing the assets and income of officials and Party members.
The Secretariat also stated that it is necessary to complete the national database on assets and income; regulations, procedures, and instructions on verifying assets and income of officials and party members.
"Mobilize, rotate, and change the working positions of cadres and party members. Provide periodic or ad hoc information to the press and media on the results of inspection, supervision, party discipline, and the fight against corruption, waste, and negativity," the regulation states.
Another measure to prevent violations is to promote administrative reform, digital transformation, and application of science and technology in leadership and management; build and perfect online application platforms in data exploitation to serve tasks and public services; publicize information channels to receive complaints, denunciations, accusations, reflections, and recommendations on public service activities.
According to the Secretariat, it is necessary to perfect the method of evaluating and scoring the capacity, sense of responsibility, and work efficiency of party organizations and party members. At the same time, it is necessary to promptly protect, praise, and reward party organizations and party members who dare to do and take responsibility for the common good.
The regulation also states many measures to detect violations by party organizations and party members.
Violations can be detected through inspection, supervision, audit, investigation, prosecution, trial, and execution of judgments by competent authorities; supervision by the National Assembly, People's Council, Vietnam Fatherland Front, and socio- political organizations.
The content of the questioning at the meetings of Party committees, the National Assembly , the National Assembly Standing Committee, the People's Council, the Standing Committee of the People's Council; the opinions and recommendations of voters and people through the contact and dialogue activities of Party committees and authorities are also channels for detecting violations.
Violations can also be detected through the handling of complaints, denunciations, accusations, and recommendations from organizations and individuals; and information reflected by the press and mass media.
Report and honestly explain complaints and denunciations
In measures to prevent violations, the Secretariat stipulates that Party committees, Party organizations, and inspection committees at all levels proactively monitor, forecast, and grasp the situation; immediately verify signs of violations by Party organizations and Party members to take timely measures to prevent and handle them, or propose and request competent authorities to consider and handle them according to regulations.
In addition, inspect, monitor, resolve complaints or request competent authorities to resolve them according to regulations.
Party committees, Party organizations, and competent persons are also required to request Party organizations and Party members to honestly report and explain relevant complaints and denunciations; encourage Party organizations and Party members to voluntarily report, provide information, records, documents, return assets and income related to violations, proactively stop violations and promptly remedy the consequences caused.
According to the regulations of the Secretariat, Party committees, Party organizations, and competent persons are also allowed to temporarily suspend work, suspend Party activities, Party committee activities, and temporarily transfer to other positions cadres and Party members who violate the regulations in performing their duties and public services.
The regulation also requires the organization to review responsibilities, consider and strictly and promptly discipline violating party organizations and party members.
Require party organizations and party members who violate the law to develop plans to overcome violations and shortcomings according to the conclusions of inspection, supervision, audit, and at the same time monitor the implementation.
The Secretariat's regulations also clearly stipulate the responsibilities of Party committees, inspection committees and competent persons in leading and directing the synchronous implementation of tasks in preventing, detecting and stopping violations.
If an organization or individual covers up, conceals, or fails to provide information, records, or documents of violations by a party organization or party member, they will be subject to disciplinary action, administrative action, or criminal prosecution depending on the nature, severity, consequences, and cause. If damage is caused, compensation must be paid according to regulations.
