Accordingly, the implementation is based on Decree No. 178/2024/ND-CP, Decree 67/2025/ND-CP, along with guiding documents of the Ministry of Home Affairs and the Provincial People's Committee. The Provincial People's Committee requests agencies and units to promote propaganda and fully disseminate the contents to cadres, civil servants, public employees and workers to ensure proper implementation of regulations.

Regarding the documents and procedures for requesting the Provincial People's Committee to approve the list of beneficiaries, in addition to the list of documents as prescribed in Plan No. 70/KH-UBND, it is necessary to have a report on the results of assessment and review according to the criteria prescribed in Official Dispatch No. 2543/UBND-NVKSTTHC of each individual.

Agencies, units and localities are responsible for evaluating and reviewing according to the criteria for determining retirement subjects according to regulations to propose the Provincial People's Committee to approve the list of retirement and resignation and to properly manage the records of policy and regime implementation to serve the inspection work of competent authorities later.

Regarding the time of early retirement and termination of employment for cadres, civil servants and public employees due to the termination of district-level administrative units and the rearrangement of commune-level administrative units, it is determined from July 1, 2025 onwards (the date of termination of operations of district-level administrative units).

People's Committees at all levels are responsible for making lists, transferring files within their authority and properly implementing the payment of benefits to relevant subjects.

Units under the Party, Fatherland Front and socio- political organizations are also requested to study and apply the general instructions and plans of the Provincial People's Committee.

The Provincial People's Committee requested units to urgently implement the document, ensuring progress, strictness and transparency in the implementation process.
