According to the assessment of the Steering Committee for Disaster Prevention and Search and Rescue (SAR) of Giao Thuy district, with the attention of the Provincial People's Committee, the dike system in the district has been repaired and upgraded to ensure safety during the storm season. In 2024, the reserve warehouse for disaster prevention and control materials at Giao Thuy Dike Management Department (K0+440) was repaired; The dike slope was cleared from K2+700 to K7+069 of the estuary of the Huu Hong River in Hong Thuan commune; Repaired, filled with soil to add slope, riverside foundation to reinforce the dike slope and foot from K7+200 to K8+155 on the estuary of the Huu Hong River in Giao Huong commune; Newly built 650m of sea embankment from K1+400 to K2+050 in Giao Huong commune.
To proactively respond to all natural disaster situations, Giao Thuy district is actively and synchronously implementing plans with the motto "Proactively prevent, promptly respond, urgently overcome the consequences of natural disasters, in which prevention is the main thing". To ensure "on-site command", the District People's Committee issued Decision No. 1429/QD-UBND dated March 26, 2025 to complete the District's Disaster Prevention and Control and Search and Rescue Command Committee, headed by the Chairman of the District People's Committee; At key disaster prevention and control points on sea and river dykes, a Key Protection Command Committee has been established, headed by leaders of district agencies, in general charge; the Chairman of the Commune and Town People's Committee is the deputy head, in charge of human resources, materials, and means.
Based on the results of the general inspection and assessment of the current status of dykes, embankments and culverts in the area, the District People's Committee, the District Steering Committee for Disaster Prevention and Control and Search and Rescue have developed response plans for each situation of strong and super strong storms; plans for protecting the entire dyke line; plans for preventing and combating floods, inundation and waterlogging; and organized drills for the following situations: Practicing against landslides on the riverside dyke and preventing water from overflowing the dyke surface in Giao Thinh commune.
In addition, the district also developed 4 plans to protect key points at the district level, including: Con Nam culvert on the right dike of Hong in Giao Huong commune; Cat Dam Ha culvert on the left dike of So river in Giao Thinh commune; key dikes, embankments, and Con Tu culvert on the right dike of Hong in Hong Thuan commune. Along with that, the District People's Committee directed 20 communes and towns to focus on building and consolidating on-site shock forces according to Decision No. 1022/QD-UBND dated March 14, 2025 of the District People's Committee: communes and towns along the dike are 90-110 people/commune, communes in the fields are 70 people/commune. The total shock force of the whole district is 2,070 people, the patrol and guard force is 312 people. In addition to the mobilized local forces, when necessary, at key points, additional troops from the Provincial Military Command and Military Region III will be added.

In order to ensure adequate supplies, means, and equipment on-site ready to serve the PCTT work, the District People's Committee has requested communes and towns to prepare 122 trucks, 22 generators; 5,300 bamboo and casuarina trees; 45,600 bamboo poles longer than 2m; reserve 19,000 m3 of soil; 91,600 bags; in addition, each household must prepare tools such as hoes, shovels, wheelbarrows, sacks... ready to participate in the rescue when there is a mobilization order. The district inspected and reviewed materials and equipment stored at the warehouse, including: 33 tents, 820 life jackets, 1,650 round buoys, 23 rafts, 26,734m2 of anti-wave tarpaulin, 5,570m2 of filter cloth, 746 steel cages, 161,500 plastic bags, 64kg of steel wire, other means of transport such as 4 4-seat cars; 5 canoes, motorboats; small trucks of enterprises and signed passenger car contracts with vehicle owners to serve PCTT and TKCN work. At key material gathering points, there are: 7,862m3 of boulders; of which 479m3 were gathered at Chua culvert, 500m3 of Con Ba, 424m3 of Con Tu, 1,000m3 of Giao Huong; Doc Van Xuan 458m3; Cai De 1,988m3, culvert No. 8B is 337m3, culvert Nhanh 500m3; Co Vay Ang Giao Phong 1,638m3; Quat Lam 538m3; Anti-wave canvas 21,234m2; filter cloth 5,270m2; Steel baskets 466 pieces; Plastic bags 158,300 pieces; Sacks 1,432 pieces (warehouse of the Department of Agriculture and Environment, warehouse of Giao Thuy Dike Management Department).
For on-site logistics, the District Steering Committee for Disaster Prevention and Control and Search and Rescue assigned the District Finance and Planning Department to develop a financial assurance plan to promptly serve the district's disaster prevention and control and search and rescue requirements. All communes and towns have developed financial assurance plans for local command and shock forces and disaster recovery work; and developed evacuation plans according to disaster risk levels. In order to improve the capacity and awareness of the community in disaster prevention and control, the District People's Committee directed the District Culture, Information and Sports Center to coordinate with the Radio Stations of communes and towns, and the Border Guard force to regularly provide information, communication, and legaleducation on disaster prevention and control and disseminate documents, materials, and media products developed by the Central Steering Committee; films, etc. to help people raise awareness and skills in preventing, avoiding, and minimizing damage to life and property when natural disasters occur. PCTT knowledge is also integrated into school lessons so that students know how to prevent it.
To facilitate the work of disaster prevention and control, natural disaster mitigation; proactively respond to climate change in 2025; The Steering Committee for Disaster Prevention and Control and Search and Rescue of Giao Thuy district also proposed that the Provincial People's Committee, the Department of Agriculture and Environment, and relevant departments, branches and sectors pay attention to investing in repairing and upgrading a number of works: Con Nhi embankment (from K2+068 to K2+655), 587m long, built many years ago, is currently unsafe in case of natural disasters; Con Ba embankment (from K3+406 ÷ K4+110), 304m long, built many years ago, is now falling apart; Con Tu embankment (from K5+400 ÷ K5+900), 500m long, belongs to the right Hong dike line, which is currently eroding. Newly build Con Tu and Con Nam sluices on the right Hong river estuary; Cat Dam Ha sluice on the So river dike line. Repair and renovate the sea dike surface from Giao Xuan commune to Quat Lam town (from K14+125 to K30) with a length of 15.8km. Embankment and solidification of the So river dike surface (embankment length 10.626km, solidified dike surface length 9.35km). Renovate and upgrade the flood and storm prevention road of Bach Long commune, the section from sluice C7 (bordering Bach Long and Giao Phong communes) to sluice Triet Giang B on the Bach Long sea dike line which is currently seriously degraded, making it very difficult to serve traffic, disaster prevention and control and search and rescue.
Careful, methodical, and fundamental preparation of command, forces, supplies, means, equipment, and logistics according to the "4 on-site" motto is the basis for Giao Thuy district to ensure the safety of people's lives and property during this year's storm season.
