He emphasized the pioneering and exemplary role of cadres and party members, requiring the promotion of strengths in agriculture and textile industry, taking care of building a team of workers, promoting patriotic emulation, and especially solidarity, maintaining Party building work... Uncle Ho's thoughts and teachings have become a guiding principle throughout the process of building, developing and innovating the homeland. Especially in the 2020-2025 term, Nam Dinh has concretized that spirit with drastic and synchronous actions, focusing on 3 strategic breakthroughs: synchronous infrastructure development; administrative reform, digital transformation; effectively exploiting the potential of the coastal economic zone, turning the southern region of the province into a new growth engine.

In agriculture , the province has focused on promoting restructuring, creating a strong breakthrough in high-tech agricultural production and developing sustainable value chains, gradually integrating deeply with the international market. In which, large raw material production areas have been formed, applying VietGAP, GlobalGAP standards, Japanese technology and implementing 459 "Large Field" models on a total area of ​​over 21 thousand hectares. Organic rice and microbial rice products have economic value 1.5-5 times higher than traditional products, conquering demanding markets such as the EU and Japan. Along with cultivation, Nam Dinh promotes biosafety livestock farming, increasing the number of establishments meeting disease safety standards, and meat output reaching 142 thousand tons/year. Aquaculture also made its mark with an output of 220 thousand tons/year, building the first clam farming area in the world to receive ASC certification. A series of typical enterprises such as Toan Xuan Company Limited (Y Yen), Minh Duong Company Limited (Nam Dinh city), Lenger Vietnam Company Limited are pioneering in the production, deep processing of agricultural products and export, bringing Nam Dinh agricultural products to the global market. The increasingly close linkage model between enterprises, cooperatives and farmers, along with the promotion of e-commerce, has expanded the market, increased the value and competitiveness of local agricultural products.

The textile and garment industry, the province's traditional strength, continues to affirm its role as the textile and garment center of the North, accounting for more than 50% of the province's industrial production value. With more than 6,000 production facilities, hundreds of large enterprises such as Youngone Nam Dinh Co., Ltd.; Song Hong Garment, Nam Dinh Textile and Garment Joint Stock Corporation; Son Nam Textile and Garment Joint Stock Company; Bao Linh Joint Stock Company... are exporting products to more than 100 countries, including key markets such as the US, EU, Japan, China, CPTPP, ASEAN and is expanding to Africa and the Middle East. In particular, Rang Dong Textile and Garment Industrial Park (IP) with a scale of nearly 2,200 hectares is becoming a new symbol of the industry with green technology, a closed production chain, attracting large corporations such as Top Textiles Co., Ltd. under Toray Group (Japan); Crystal Denim Textiles (BVI) Limited belongs to Crystal Group, Hong Kong (China)... with high technology and investment capital of hundreds of millions of USD, contributing to raising the position of the local textile industry.

The tourism sector has also made great strides thanks to the harmonious development strategy between preserving and promoting traditional cultural values ​​associated with the application of technology to enhance the value of tourism products. The historical and cultural relics of Tran Temple, Phu Day... and traditional festivals have become destinations attracting a large number of domestic and international tourists. In addition, the province has promoted the development of new tourism products: Countryside experience tourism; traditional craft village tourism, community tourism in Giao Thuy, Hai Hau, new rural tourism (NTM) are opening up attractive journeys to explore local life and culture. Xuan Thuy National Park - the first Ramsar site in Vietnam - has also become an ideal destination for tourists who love nature and biological research. Nam Dinh City plays a central role connecting key tourist areas, with a diverse and sustainable tourism ecosystem being formed in Quat Lam, Thinh Long, Rang Dong...

A series of key transport projects such as coastal roads, development axis connecting the marine economic zone with Cau Gie - Ninh Binh expressway, new Nam Dinh - Lac Quan - coastal road ... contribute to shortening transportation time, reducing logistics costs and creating momentum for coastal industrial development. The Ha Nam - Nam Dinh expressway (CT.11) and Ninh Binh - Nam Dinh - Thai Binh - Hai Phong (CT.08) have started construction and the landscape axis connecting Nam Dinh - Hoa Lu city is speeding up the implementation of investment and construction procedures ... will bring Nam Dinh into the national expressway network, connecting the east - west and the north - south in a complete way. In particular, the Day - Ninh Co canal, which came into operation in July 2023, has helped large-tonnage container ships pass safely, shortening the time for transporting goods by 5 hours, creating a "push" to exploit more effectively the advantages of water transport and the marine economy of the region.

Creating new growth momentum, ready to integrate to new heights

By proactively planning and actively attracting and promoting investment progress in developing the industrial park and industrial cluster system (IC) according to the Provincial Planning for the period 2021-2030 with a total of 16 IPs, total area of ​​2,546ha, 46 ICs with a total area of ​​2,603.7ha, concentrated along the main traffic routes, conveniently connecting with Hanoi and Hai Phong, it has helped optimize the industrial production supply chain in the province. At the same time, actively supporting investors to prepare related conditions to start construction of 4 key IPs in 2025 with a total area of ​​580ha including: Trung Thanh (Y Yen), Hai Long (VSIP Nam Dinh) phase 1 (Giao Thuy), Xuan Kien phase 1 (Xuan Truong), Minh Chau phase 1 (Nghia Hung) in a modern, synchronous and sustainable direction. In addition, the province also focuses on promoting the construction of Ninh Co Economic Zone (EZ) to create space to attract businesses to invest and develop production and business. In particular, Ninh Co EZ (13,950ha) in Nghia Hung and Hai Hau districts has been decided by the Prime Minister to be established as a new multi-industry, multi-functional growth pole of the Southern Red River Delta region. Phase 1 (2024-2026) of this project is being focused on by departments, branches and localities, preparing infrastructure, land funds, and policies to facilitate investors.

Thanks to its synchronous infrastructure and attractive investment environment, Nam Dinh has emerged as a dynamic destination for large corporations. The period of 2020-2025 in general, and especially the two years of 2023-2024, marked a breakthrough for Nam Dinh in attracting investment with a total of 54 newly licensed and increased capital FDI projects, with a total newly registered and additional capital of 586 million USD. In the first 4 months of 2025, the province has newly licensed and adjusted capital increase for 36 projects, including 14 FDI projects, with a total registered capital of up to 12,379 billion VND and 235.4 million USD, demonstrating the strong attraction of a dynamic investment environment. Many high-tech and green technology projects have been present, such as: The computer and peripheral equipment factory project invested by Quanta Computer Inc., (Taiwan - China), a company in the group of 500 largest corporations in the world ranked by Fortune Magazine, in My Thuan Industrial Park. This is one of the largest projects in the high-tech sector of the province with a total investment of 120 million USD, the capacity has increased rapidly, after only 6 months of operation, the first high-tech project in the field of computer manufacturing in My Thuan Industrial Park has increased more than 2.5 times the number of employees and more than 2 times the capacity compared to the time of launch. It is expected that by the end of 2025, 9,000 jobs will be created and revenue is expected to reach 9 billion USD/year by 2028. Along with that, Xuan Thien Group is actively implementing a complex of 3 green steel projects worth nearly 99 trillion VND in Nghia Hung, applying high technology to ensure sustainable development.

Along with industrial development, Nam Dinh continues to maintain its position as the leading group in the country in building new rural areas. With the right approach, choosing the right breakthrough, arousing and mobilizing the people's strength, for many consecutive years Nam Dinh has maintained its position as the leading group in the country in building new rural areas. Currently, the province has 3 districts (Giao Thuy, Xuan Truong, Truc Ninh) and nearly 98% of communes meeting advanced new rural standards; 37% of communes meeting model new rural standards, many communes are outstanding in the fields of education, digital transformation, culture, health, production, etc. Maintaining its achievements in the top group of the country in terms of quality of general education, especially affirming itself as the cradle of training high-quality human resources for the whole country. In particular, in the context of the whole country implementing the policy of rearranging administrative units and preparing for the merger to establish a new province, Nam Dinh has proactively prepared solid conditions in terms of planning, institutions, infrastructure, resources and apparatus. Actively reforming administrative procedures, accompanying businesses, creating an open, transparent and effective investment environment, clearly demonstrating the creative, decisive and flexible management role of authorities at all levels. The administrative reform and local governance indexes have all improved: PAPI Index ranked 20/61, up 3 places; PAR INDEX ranked 28/63, up 1 place. In particular, the component index on building e-government and digital government rose to the number 1 position nationwide, clearly demonstrating the effectiveness of administrative reform, streamlining the apparatus and increasingly better service quality for people and businesses.

All of the above results have created an important foundation for the local economy to make a breakthrough. 2024 is the second consecutive year that Nam Dinh's GRDP growth rate has reached double digits at 10.01%, placing it among the leading provinces in the country (ranked 9th in the country and 4th in the Red River Delta). In the first four months of 2025, Nam Dinh continued to maintain its growth momentum, affirming the right, effective and sustainable direction.

Celebrating the 135th birthday anniversary of beloved President Ho Chi Minh, Nam Dinh today is demonstrating its efforts to "study and follow Uncle Ho" not only through slogans, but also through concrete actions, projects, and practical socio-economic results. The comprehensive achievements that have been made are vivid evidence of the journey to engrave and realize his teachings, so that Nam Dinh can continuously develop sustainably, become more civilized and prosperous.
