Van Yen builds 16 resettlement areas for households whose residential land was recovered to serve the Lao Cai - Hanoi

The Lao Cai - Hanoi - Hai Phong railway construction investment project was approved by the National Assembly in Resolution 187/2025, dated February 19, 2025. The Lao Cai - Hanoi - Hai Phong railway passes through 7 communes of Van Yen district including: Xuan Ai, Yen Hop, An Thinh, Tan Hop, Dong An, Chau Que Ha, Chau Que Thuong, with a total length of about 50 km.

According to preliminary statistics, the area of land recovered within the project's GPMB in Van Yen district is expected to be about 324 hectares. The number of households recovered is about 1,480 households, the number of households whose residential land is recovered and expected to be resettled is 633 households, the number of affected graves is 785 graves.

To implement the land acquisition and clearance work, the People's Committee of Van Yen district has issued documents to implement a number of contents serving the land acquisition and clearance work for the Lao Cai - Hanoi - Hai Phong railway construction investment project in the district. Establishing working groups to inspect, review and handle administrative violations in construction in the communes where the Lao Cai - Hanoi - Hai Phong railway construction investment project runs through.

Establish a Resettlement Compensation and Support Council to carry out the project's resettlement compensation and support work, carry out land acquisition planning, conduct surveys, coordinate with the People's Committees of communes to organize meetings to implement policies, and solicit people's opinions on the acquisition plan. Notify and conduct video recording of the current status of the land before approving the Land Acquisition Plan and conducting surveys.

Recently, Van Yen district has been determined to handle violations in the area recovered for the project. The Department of Economic Infrastructure and Urban Affairs has advised on handling 5 violations in the field of construction (new construction on residential land). The Department of Agriculture and Environment has advised on handling 7 violations in the field of land (illegal construction on agricultural land).

In addition, in the communes, we are continuing to review, inspect, and mobilize to handle cases of intentional violations; resolutely and strictly handle these cases if they do not proactively correct themselves.

To implement the investment project to build the Lao Cai - Hanoi - Hai Phong railway, the district has paid attention to the resettlement of affected households in the localities and the relocation of affected graves. The whole district is expected to have 16 suitable resettlement areas for households whose residential land area has been recovered.

To effectively carry out the project's site clearance work, Van Yen district requests that members of the site clearance council need to unify their awareness and clearly recognize the special importance of the project, work together, mobilize the participation of the entire political system to carry out the tasks. Strengthen the leadership and direction of government committees at all levels, promote the role of leaders, and strengthen propaganda work. Establish a district-level Steering Committee in carrying out site clearance tasks. Proactively access information, review and grasp information, projects...

The district's GPMP Council proactively accesses information and is highly responsible for building unit prices and compensation plans to support resettlement. It pays attention to resettled households and develops plans to understand the needs of households whose residential land is subject to land acquisition.

Communes proactively review and calculate waste disposal issues appropriate to each locality, review and manage the topsoil; disseminate information and strictly handle violations. Pay attention to surveying and assessing the circumstances of each household subject to land acquisition and house relocation to later develop career conversion plans for affected households.

Proactively develop temporary housing plans for households in case resettlement is not completed. The implementation of land acquisition, investigation, survey, measurement, inventory and recovery, compensation, support and resettlement plans will be carried out in accordance with the correct procedures, and will be carried out publicly and transparently in accordance with the provisions of law.
