Social Policy Bank expands transaction point network after merging into communes

Over the past years, the Yen Bai Provincial Branch of the Vietnam Bank for Social Policies (VBSP) has established 168 transaction points at 168 headquarters of the People's Committees of communes, wards and towns in the province. Thereby, people have access to credit policies in the most convenient way.

Implementing the policy of rearranging administrative units of the Party and State to streamline the administrative apparatus, expand the scale and development space, however, when a newly established commune has a relatively large area, large population... there will also be some difficulties, including the management of policy credit (TDCS) of the VBSP according to the new administrative unit area. Because, the characteristic of TDCS is close to the people, at the grassroots level.

Chairman of the People's Committee of Xuan Ai Commune, Van Yen District, Hoang Trong Khang, said: "According to the project, the new Xuan Ai Commune will be established on the basis of merging 5 communes, and the headquarters will be located in the old Xuan Ai Commune. Particularly for TDCS activities, the total outstanding debt after the merger will be up to 160 billion VND with 2,619 customers through 74 savings and loan groups (TK&VV). Among them, many TK&VV groups are located nearly 20 km away from the new commune headquarters, so management work will face many difficulties."

Through the confidences of the leaders of Xuan Ai commune and some communes, we conducted a survey showing that local leaders show a high sense of responsibility for the Government 's preferential capital, how to make the policy capital reach the right address, promote efficiency, and improve the capacity to eliminate hunger and reduce poverty as in the past decades.

Together with the Chairman of the People's Committee of Vien Son Commune, Ly Huu Quan, we went to Thap Cai village, 9 km from the People's Committee headquarters (17 km if we go to Xuan Ai Commune People's Committee). With the distance and poor road conditions, the difficulties will be even greater, not to mention the days of unfavorable weather.

Mr. Ban Kim Nhat - Head of the Savings and Credit Group of Thap Cai village confided: "My group manages nearly 50 households with outstanding loans of more than 3 billion VND, this is a very important source of capital for people to invest in growing cinnamon - a key crop that brings high economic value. The merger of commune-level areas according to the policy of the superiors is correct, I am willing to overcome the difficulties when moving the transaction point of the Social Policy Bank to Xuan Ai, however, it is a bit difficult for the people. Because, each time transacting with the bank, we have to go too far, which is both tiring and unsafe. I hope that the Social Policy Bank will arrange transaction points appropriately to create favorable conditions for the people.

Mr. Nhat's story received sympathy from the People's Credit Fund.

"According to the general policy of the VBSP, the arrangement of transaction points of the VBSP after the rearrangement of commune-level administrative units must ensure the best service for the people and the most suitable arrangement of transaction points" - Mr. Hoang Ngoc Giang - Director of the VBSP Transaction Office of Van Yen district affirmed.

According to Mr. Nguyen Thanh Hai - Director of the Yen Bai Provincial Branch of the Social Policy Bank, implementing the conclusion announcement of Deputy Prime Minister Ho Duc Phoc, requiring the Social Policy Bank to continue to maintain the current network of transaction points to be close to the people, close to the people, and serve the people, the General Director of the Social Policy Bank has directed the branches to review the current network of commune transaction points, prepare a plan to arrange new transaction points in the spirit of basically maintaining the network of transaction points to serve the people in the most convenient way. In the (new) commune area, many transaction points can be organized, ensuring that people in the farthest village to the transaction point are not more than 10 km away. The Social Policy Bank will not let any eligible household borrow capital without access to preferential capital.

The Government has given close instructions, the Social Policy Bank has proactively surveyed transaction locations, and the Social Policy Bank transaction office network has a specific plan. However, the biggest difficulty is that the locations are no longer People's Committee headquarters, while the requirements for ensuring transaction space and ensuring safety are mandatory. This is a problem that needs to be shared, cared for, and facilitated by the commune and village levels after the merger, so that policy capital can continue to be effective for the purpose of social security.

By the end of May 2025, the Yen Bai Provincial Branch of the Vietnam Bank for Social Policies is implementing 17 credit support programs in the whole province, with outstanding loans reaching VND 5,750 billion with over 87,000 borrowers who are poor households and policy beneficiaries through a management network of socio-political organizations acting as trustees and savings and credit groups in villages, hamlets, and residential groups.
