As the first new rural district of the province, with the viewpoint that new rural construction (XDNTM) has only a starting point, not an end, in recent years, Yen Dinh district has been actively implementing many solutions to build advanced NTM, model NTM, striving to have over 80% of communes meeting advanced NTM standards, over 20% of communes meeting model NTM standards and over 55% of villages meeting model NTM villages by 2025.
The rural traffic system of Dinh Long commune (Yen Dinh) has been invested in and built spaciously and comfortably.
Localities in the district have identified the construction of advanced rural areas and model rural areas as important political tasks, thereby making efforts to implement them with many solutions, focusing on investing in infrastructure, developing production, increasing people's income; overcoming shortcomings in rural environmental treatment and sanitation. Dinh Tan is the first commune in the district to reach the model rural area finish line at the end of 2020. According to the report of the People's Committee of Dinh Tan commune, the total mobilized capital for the construction of model rural areas of the commune reached more than 630 billion VND, of which the capital from the budget was nearly 100 billion VND, and the people contributed more than 500 billion VND. The socio-economy of the commune is increasingly developing, rural infrastructure is strengthened, communal and village roads have drainage ditches and are planted with shade trees, flowers, and ornamental plants, meeting the criteria of bright - green - clean - beautiful; the material and spiritual life of the people is improved. Average income per capita reaches over 70 million VND/year, no more poor households.
After reaching the advanced NTM target at the end of 2021, the rural appearance of Dinh Hoa commune has clearly changed. Notably, the infrastructure system is gradually being completed; the commune is interested in transforming the structure of crops and livestock with economic value, developing and forming commodity chains with economic value and ensuring food hygiene and safety; Forming a cooperative model, an agricultural service cooperative that meets VietGAP standards with guaranteed output of products and has 1 product recognized by the "One Commune One Product" OCOP Program with 4 stars... Continuing the journey to build a model new-style rural commune, Mr. Vu Hung Thom, Chairman of the People's Committee of Dinh Hoa commune, said: "To accelerate the process of building a model new-style rural commune, the commune prioritizes the implementation of projects on essential infrastructure serving production and people's lives such as: traffic, irrigation, cultural facilities, schools... At the same time, focusing on solving pressing issues of the rural environment in the process of production development and industrialization such as: building collection points, centralized waste treatment areas, the rate of waste collection and treatment according to regulations in the commune reaches over 95%. Up to now, Dinh Hoa commune has 2 villages recognized as meeting the standards of a model new-style rural village, striving for the remaining 4 villages to meet the standards of a model new-style rural village and build a model new-style rural commune by 2020. 2023”.
With the participation of the entire political system and the joint efforts and consensus of the people, up to now, in Yen Dinh district, 6/22 communes have been recognized by the Provincial People's Committee as communes meeting advanced NTM standards, including: Dinh Tan, Dinh Long, Yen Phong, Dinh Lien, Dinh Hoa, Dinh Binh, reaching 58% of the target set by the resolution of the 26th District Party Congress (striving to have 12 advanced NTM communes by 2025).
Through reviewing and evaluating the average number of criteria achieved by advanced NTM communes in the district, up to now, it has reached 14/19 criteria/commune, ranking 3rd among 27 districts, towns and cities in the province in terms of the number of communes completing advanced NTM construction. The district also has 2 communes meeting the model NTM standards, namely Dinh Tan and Dinh Long, reaching 33% compared to the Resolution of the District Party Congress (by 2025, there will be 6 model NTM communes). The whole district has 37 villages recognized as meeting the model standards at the district level, 11 villages recognized as meeting the model village standards at the provincial level (by 2025, there will be 83 model NTM villages).
The role of the People in the New Rural Development Program continues to be promoted. In 2 years (2021 - 2022), the People contributed over 2,000 billion VND, accounting for more than 60% of the total mobilized resources to implement the New Rural Development Program of the district; People voluntarily donated 4,456m2 of residential land, nearly 2,000m2 of other land to expand rural roads and thousands of working days to participate in implementing the program's criteria. In 2022, the average income per capita reached over 61 million VND/year; the poverty rate decreased to 1.26%; 100% of communes met the New Rural Cultural Standards; 100% of towns met the urban civilized standards; 90.5% of families met the cultural family standards; cultural residential areas reached 97.3%.
According to Mr. Nguyen Xuan Tung, Head of the District Department of Agriculture and Rural Development: “The outstanding results in the process of building advanced new rural areas and model new rural areas are that the socio-economic infrastructure in the district has been significantly improved, creating favorable conditions for production development activities, market connection, and improving people's lives. In the coming time, the district will continue to focus on promoting propaganda, raising awareness for officials and people, improving the quality of criteria and emulation movements for building advanced new rural areas; striving to achieve advanced new rural district status by 2024.
