171 delegates attended the training conference on social protection, children and prevention of social evils.

From July 28 to 30, the Department of Health organized a training conference on social protection, children and social evil prevention and control in 2025 for 171 delegates representing general advisory and professional organizations under the Department of Health; representatives of leaders and civil servants of the Department of Social Protection, Children and Social Evil Prevention and Control; representatives of the People's Committee, leaders of the Department of Culture - Society; experts in charge of social protection, children and social evil prevention and control in 56 communes and wards in the province. Comrade Trieu Thanh Son - Deputy Director of the Department of Health attended and opened the conference.

In his opening speech, Comrade Trieu Thanh Son - Deputy Director of the Department of Health emphasized: From July 1, 2025, according to the Party's policy and the provisions of the Law, the 2-level local government model (provincial and communal levels) has been officially implemented. Accordingly, the health sector has reduced 167/398 procedures, reaching a rate of 41.95%. Therefore, the commune level closest to the people continues to play a direct and decisive role in implementing social protection policies, caring for the elderly, people with disabilities, poor households, and vulnerable groups; Protecting, caring for, and educating children, especially children in special circumstances, children at risk of abuse, violence, and dropping out of school; Implement measures to prevent and combat social evils, support victims of trafficking, prevent prostitution, etc. To meet the requirements of the new conditions, cadres at all levels need to improve their professional capacity, technical skills and inter-sectoral coordination ability. Stronger decentralization means more proactive requirements, higher responsibility and more professionalism. He suggested that the trainees participate in the training course with a proactive, open-minded and active spirit of exchange to fully grasp the practical and useful content for professional work in communes and wards.

At the Conference, delegates will be trained on the following contents: Ordinance on Prostitution Prevention and Control 2003; Decree No. 178/2004/ND-CP dated October 15, 2024 of the Government detailing the implementation of a number of articles of the Ordinance on Prostitution Prevention and Control; Circular No. 05/2006/TT-BLDTBXH dated June 22, 2006 of the Minister of Labor - Invalids and Social Affairs guiding the establishment and organization of the activities of the Interdisciplinary Inspection Team on Prostitution Prevention and Control; Decision No. 155/2007/QD-TTg dated September 25, 2007 of the Prime Minister on promulgating regulations on inter-sectoral coordination in prostitution prevention and control; Law on Prevention and Control of Human Trafficking November 28, 2024; Decree No. 162/2025/ND-CP dated June 29, 2025 of the Government detailing a number of articles and measures to implement the Law on Prevention and Combat of Human Trafficking.

Comrade Dam Ngoc Hieu - Deputy Head of Department of Social Protection, Children and Prevention of Social Evils deployed the content of the field of prevention of social evils.

Current situation and situation of children's work in Vietnam and in Cao Bang province; Deployment of a number of key documents of the Central and the province on the 2016 Law on Children; Decree No. 56/2017/ND-CP of the Government detailing a number of articles of the Law on Children; Decision 712/KH-UBND dated April 29, 2021 promulgating the action program for children for the period 2021-2030 in Cao Bang province; Deployment of a number of contents on children's rights and child protection services; Process of supporting intervention for abused children, children at risk of violence, exploitation, abandonment, neglect and children in other special circumstances.

Guiding localities to access and use the online social assistance policy registration and settlement system. Training conference To improve the capacity, expertise and professionalism of leaders and specialists working in social protection, children and social evils prevention and control at the commune and ward levels, to have more knowledge and skills in implementing policies and regimes for social protection subjects, child protection work at the grassroots level and consulting work in the field of social evils prevention and control. To promote propaganda about the Party's policies and regimes, the State's laws on social protection, children and social evils prevention and control.

From July 28 to 30, delegates attended 3 training courses: on July 28, training on social evil prevention and control; on the afternoon of July 28, training on child protection and care; from July 29 to 30, training on social protection.
