28 trillion VND to attract investment in high-tech agriculture

The specific objective of the plan is to increase the contribution of science, technology and innovation to agricultural economic growth through research, transfer and application of science and technology by public and private science and technology organizations; the contribution of total factor productivity to agricultural growth is 40% or more. At the same time, replicate good production processes (VietGAP) or equivalent in the fields of cultivation, livestock and aquaculture; the proportion of agricultural product value produced according to good production processes or equivalent is 40% or more. The proportion of results of scientific and technological tasks with products such as plant varieties, livestock, input materials, technological processes, equipment, technical advances, etc. applied to production is over 90% by 2025 and over 95% by 2030.

The program will mobilize and prioritize resources for scientific research, technology transfer and innovation in agriculture ; invest in developing facilities and techniques of public scientific and technological organizations that are qualified to carry out scientific research activities, receive, demonstrate and transfer new technologies and technical advances into production practices. Along with that, the program will focus on improving training, building a team of dedicated and highly specialized scientific and technological staff in the key areas of the industry.

To implement effectively, the program will coordinate with universities, institutes, centers, etc. to research, select and develop new rice varieties with high productivity, quality, resistance to pests and adverse conditions, economical use of water and fertilizer, meeting the requirements of cultivation to reduce greenhouse gas emissions, suitable for the soil conditions of each locality in the province. In addition, it will coordinate research, selection, collection, storage, conservation and exploitation of genetic resources of specialty crops, indigenous crops with high productivity and quality; continue to improve varieties of other key crops.

According to the plan, the program will attract investment in high-tech agriculture, clean agriculture, organic agriculture, agricultural processing industry... with a total accumulated investment of about 28 trillion VND./.
