- Currently preparing to enter the 2025 storm season, the work of preparing to ensure traffic safety and safety of traffic infrastructure works has been well implemented by the Department of Construction and units assigned to manage the roads in response preparation according to the motto "4 on-site".
Lang Son is a mountainous province, many roads are located close to the mountainside, with a very high risk of landslides on positive and negative slopes or road surface erosion every time the rainy and stormy season comes.
According to statistics from the Department of Construction, the province currently has a system of hardened border patrol roads with a length of 126.3 km; 24 provincial roads with a length of 717 km; 7 national highways with a length of 588 km; and a system of 110 district roads with a length of 1,386 km. 100% of national highways and provincial roads have been hardened, while 125 km of district roads are dirt roads, with difficult travel conditions.
In 2024, storm No. 3 (Yagi) alone, which occurred in September, caused major damage to the province's transport infrastructure with more than 1,500 landslides on both positive and negative slopes, directly affecting the safety of transport works. The Ministry of Construction and the Provincial People's Committee have allocated over VND 50 billion to restore transport works damaged by storm No. 3.
Entering 2025, the forecast of storms and floods is expected to continue to be complicated, therefore, the Department of Construction has proactively deployed tasks and solutions to respond to natural disasters to ensure the safety of traffic works in the province.
Mr. Tran Van Vuong, Deputy Director of the Department of Construction, said: Based on the experience of leading, directing, and organizing the implementation of natural disaster prevention, search and rescue in 2024, the Department has developed Plan No. 43/KH-SXD dated April 22, 2025, on natural disaster prevention, search and rescue in 2025; Regarding road infrastructure, the Department requires relevant departments, offices and enterprises to well implement the policy of "Proactive prevention, avoidance, timely response, urgent and effective recovery"; organize and seriously implement the motto "4 on-site including: on-site forces - on-site command - on-site materials and logistics - on-site equipment" in ensuring traffic safety and construction safety during the rainy and stormy season.
Accordingly, the units have consolidated, strengthened and enhanced the operating conditions of the command committee for natural disaster prevention and search and rescue; inventoried and synthesized reserve materials and equipment; assessed and reviewed locations at risk of collapse, sliding and flooding on each route to have response plans when floods and storms occur.
Mr. Ngo Minh Hieu, Deputy Director of Construction Development and Trading Joint Stock Company No. 909 said: The unit is managing more than 300 km of national highways and provincial roads in Lang Son province. To ensure traffic safety and construction safety during the rainy and stormy season according to the motto "4 on-site", the unit has developed a plan and deployed it to management departments and staff of the entire company. At the same time, the unit has completed a review of 57 locations at risk of incidents on national highways and provincial roads managed by the company to have a plan to ensure traffic safety when rainy and stormy weather occurs.
At the same time, the company arranged 10 cars and excavators of the unit and signed a contract in principle with individuals to mobilize 30 cars and excavators to fix incidents occurring on the routes managed by the unit; made a list of 40 workers to participate in on-duty when rain and storms occurred; purchased 495 plastic-coated steel cages of various types, 500 m of steel mesh; 50 drums of asphalt; 500 m3 of various types of stone, 20 sets of signs... distributed to management departments to immediately handle incidents occurring on the routes.
At Lang Son Traffic Management and Construction Joint Stock Company, the task of developing solutions, preventing and ensuring traffic safety and construction safety during the storm season according to the motto "4 on-site" has been implemented by the unit since the beginning of 2025.
Accordingly, the unit has completed the review of landslide-prone locations on 503 km of provincial and national roads managed by the unit; prepared 350 steel baskets at the company's warehouse, 4 branch offices in the districts prepared 200 steel baskets; signed contracts with quarries to supply according to demand; mobilized 30 excavators, various types of cars and prepared many other materials to ensure traffic safety in case of incidents.
According to the Department of Construction, from the beginning of May 2025 to now, the units have carried out 20 vehicle and machine shifts to handle 48 landslide locations caused by heavy rain, with a total volume of about 6 thousand cubic meters of soil and rock processed, on 2 national highways and 6 provincial roads in the province.
Mr. Nguyen Dinh Trung, Head of the Department of Construction and Traffic Infrastructure Management, Department of Construction said: Ensuring traffic safety and safety of traffic infrastructure works during the rainy and stormy season according to the "4 on-site" motto is the most important solution for the industry's natural disaster prevention and search and rescue work in recent years. As the general staff unit of the department in this field, the department also requires units to effectively apply information technology to check, monitor, respond to, detect and promptly handle incidents on the roads whenever there are storms, and ensure that information connections are not interrupted under any circumstances.
By implementing the “4 on-site” principle to ensure traffic safety and construction safety during the storm season, agencies and units will be more proactive in preventing and minimizing damage to people and property caused by storms. At the same time, it is a reasonable solution to ensure traffic safety and construction safety in the most effective way.
