400 billion VND paid to full-time union officials affected by organizational restructuring

425 full-time union officials working under contract (receiving salaries and allowances from union financial resources) affected by the organizational restructuring will be paid a policy with a total amount of about 400 billion VND. The payment will be completed before November 1, 2025.

This is the affirmation of the Vietnam General Confederation of Labor at the press briefing on September 19 regarding the policy for union officials affected by the apparatus reorganization according to Resolution No. 07/NQ-CP dated September 17, 2025 of the Government.

According to the Vietnam General Confederation of Labor, full-time union officials working under contract (receiving salaries and allowances from union financial resources) before January 15, 2019 will immediately resign due to the reorganization of the apparatus and implementation of the 2-level local government organization model stated in Article 5 of Resolution No. 07/2025/ND-CP.

The Vietnam General Confederation of Labor affirmed that the payment will be completed before November 1, 2025.

For those who enjoy early retirement policy as prescribed in Article 7 of Decree 178, with a one-time subsidy equal to 80% of Decree 178/2024/ND-CP amended and supplemented by Decree No. 67/2025/ND-CP

For those who are entitled to the severance policy, those who are not eligible for the early retirement policy are entitled to the severance policy. These subjects are entitled to a one-time severance allowance equal to 0.6 months of current salary multiplied by the number of months for which severance allowance is calculated (maximum 36 months). They are entitled to a 1.5-month allowance of current salary for each year of work with compulsory social insurance contributions. They are entitled to reserve the time for social insurance contributions or receive one-time social insurance according to the provisions of the law on social insurance. They are entitled to unemployment insurance according to the provisions of the law on unemployment insurance. The settlement of policies, regimes, and the method of determining time and salary to calculate the enjoyment of policies and regimes are implemented according to the provisions of Decree 178/2024/ND-CP and guiding documents for implementation.

The Vietnam General Confederation of Labor said that the funding source to pay benefits for these subjects is taken from the union's finances according to decentralization.
