BHG - With Party committees and authorities from the provincial to the grassroots level identifying the development of social housing, especially housing for war veterans, poor and near-poor households, and other policy beneficiaries as a key task, the lives of the people, especially in ethnic minority areas, have become increasingly stable, allowing them to confidently develop their economy .

To promote the development of social housing, the Provincial Party Committee has issued numerous resolutions, directives, and plans in recent years aimed at providing housing support for policy beneficiaries; encouraging and attracting economic entities and businesses from within and outside the province to invest in the development of social housing in the area. To concretize these tasks, the Provincial People's Committee has approved housing development programs and plans, including social housing, and set specific targets for each year.

Thanks to the involvement of the entire political system and the collective efforts of the people, the program to support the construction of housing for meritorious individuals, poor veterans, and poor households facing housing difficulties in the province has completed 6,700 houses over the past three years. This was achieved with over 1,000 billion VND mobilized from social contributions, far exceeding the program's initial target. It has helped poor households with housing difficulties stabilize their lives, settle down, and achieve sustainable poverty reduction. By the end of February 2025, the program to eliminate temporary and dilapidated houses had cumulatively started construction on 2,858 houses, including 2,629 new houses and 229 houses under repair. 1,914 houses were completed and put into use; 66,992 man-days of labor were mobilized from various forces and the people. The province received 265.5 billion VND in funding from units under the Ministry of National Defense , Loc Phat Bank (LP Bank), and Vietnam National Petroleum Group (Petrolimex).

The family of Mr. Hoang Van Thanh, from Ban Che 1 village, Tan Tien commune (Hoang Su Phi district), had long lived in a dilapidated wooden house with a leaky roof, seemingly on the verge of collapsing during a heavy rainstorm. With 60 million VND in support from the program to eliminate temporary and dilapidated houses, along with the family's savings and the collective support of villagers, Mr. Thanh was able to build a sturdy and stable house, allowing him to settle down and make a living. Mr. Thanh happily shared: "Now everyone in the house is happy because we no longer worry about storms and heavy rain. Everyone is actively working to increase their income, and the children can study with peace of mind."

Although Party committees and authorities at all levels, from the province to the grassroots, have made efforts to develop social housing, many families and individuals in the province who are eligible for social housing support still need assistance. Furthermore, no social housing projects for workers and low-income individuals in urban areas have commenced construction, thus there is no demand for loans under preferential credit programs for developers and homebuyers in social housing projects. Therefore, the goals set out in the programs and plans have not been fully achieved.

To ensure consistency in directing the development of social housing, the province fully and thoroughly understands the viewpoints, objectives, and orientations of social housing development in the new situation according to Directive No. 34, dated May 24, 2024, of the Party Central Committee on strengthening the Party's leadership over social housing development in the new situation; creating consensus in society, the business community, and all strata of the people; and enhancing the responsibility of Party committees, government agencies, the Fatherland Front, and political and social organizations in leading, directing, and organizing implementation. The province concretizes the objectives and orientations for building social housing development policies according to Directive No. 34, adapting them to the province's actual conditions and linking them with the continued implementation of resolutions, directives, and instructions from the Central Committee and the Provincial Party Congress Resolution; emphasizing proactiveness, creativity, and ensuring quality and effectiveness.

According to Nguyen Huy Sac, Chairman of the People's Committee of Meo Vac District: Although there are still many difficulties, the district has done a good job of disseminating, thoroughly understanding, and seriously implementing Directive No. 34; building implementation plans that are appropriate to the tasks and practical situation of the locality; emphasizing the responsibility of the heads of Party committees, government agencies, and units; raising the awareness of cadres, Party members, and the people; strengthening supervision and mobilizing all strata of the people to actively participate in implementation.

The goal by 2030 is to completely eliminate temporary and dilapidated housing for people with meritorious service to the revolution, poor and near-poor households, people affected by natural disasters and climate change, and other policy beneficiaries as prescribed; to ensure 100% of people with meritorious service to the revolution and their families receive good housing; and to strive to complete the construction of at least 1,500 social housing units for low-income earners and industrial zone workers in urban areas. The province will strengthen propaganda, dissemination, and raise awareness and responsibility among officials, Party members, and the community. The role and responsibility of leaders will be emphasized; and social housing development targets will be integrated into the local five-year and annual socio-economic development targets.

Prioritize the allocation of land and capital, creating a favorable environment for the development of social housing; establish preferential mechanisms and policies to attract and encourage economic entities to participate in investing in and developing social housing, and implement housing support policies for eligible individuals. Promote administrative reform to facilitate businesses' participation in social housing development and ensure easy access to social housing for eligible beneficiaries. Mobilize and utilize capital effectively; promote the socialization of capital for social housing development…
