Three strategic priorities for equity, equality and justice

On the morning of November 23 local time, Prime Minister Pham Minh Chinh attended the third discussion session of the G20 Summit with the theme "A fair and just future for all". The discussion session was chaired by South African President Cyril Ramaphosa - G20 Chair 2025.

Transparency and accountability with AI

At the conference, Prime Minister Pham Minh Chinh and other leaders discussed emerging issues of strategic significance to the development of countries, especially strategic minerals, sustainable employment, and artificial intelligence (AI). In general, delegates assessed that along with the trend of green transformation and digital transformation, the demand for strategic minerals will increase. However, most developing countries have not received adequate benefits from their resources due to a lack of investment resources and technology. Therefore, the leaders agreed to implement the G20 Strategic Minerals Framework to strengthen international cooperation and ensure a sustainable, transparent, safe and stable strategic mineral supply chain.

The conference also affirmed that decent and high-quality employment is a key objective of economic growth and should play a central role in industrial policy. Leaders committed to promoting policies to create sustainable jobs, expand learning and vocational training opportunities for young people, especially those with limited access to development opportunities; and set a target to reduce by 5% the proportion of young people aged 15-29 who are not in education, employment or training by 2030.

On the occasion of attending the G20 Summit in South Africa, on the afternoon of November 22 (local time) and the morning of November 23, Prime Minister Pham Minh Chinh continued to have meetings with leaders of countries and international organizations, including UN Secretary General Antonio Guterres; Canadian Prime Minister Mark Carney; Angolan President João Lourenço, Chairman of the African Union (AU) 2025; Ethiopian Prime Minister Abiy Ahmed; Australian Prime Minister Anthony Albanese; Dutch Prime Minister Dick Schoof; Singaporean Prime Minister Lawrence Wong; French President Emmanuel Macron; German Chancellor Friedrich Merz; Egyptian Prime Minister Mostafa Madbouly; Norwegian Prime Minister Jonas Gahr Store; Saudi Arabian Foreign Minister, Prince Faisal Bin Farhan Al Saud; Zimbabwean Vice President Constantino Chiwenga; and Director-General of the World Health Organization (WHO) Tedros Adhanom Ghebreyesus; Organization for Economic Cooperation and Development (OECD) Secretary General Mathias Cormann …

Regarding AI governance, the leaders agreed to focus on protecting human rights, ensuring transparency, fairness, accountability, ethics, privacy protection, data and data governance; and highly appreciated the role of the UN and other relevant forums in promoting international cooperation on AI. The conference also welcomed the AI ​​for Africa Initiative to strengthen cooperation between the G20 and the African Union (AU) on AI.

Three strategic proposals for Vietnam

Speaking at the discussion session, Prime Minister Pham Minh Chinh welcomed South Africa's choice of the theme "Strategic minerals, sustainable employment and artificial intelligence", which accurately reflects the three major movements of the world today. These are green transformation, digital transformation and demographic - labor transformation. The Prime Minister pointed out that the explosion of science and technology, especially AI, is reshaping production methods and international division of labor, creating huge demand for energy and strategic minerals. This is an opportunity for countries to make a breakthrough, but also carries many risks of supply chain disruption and governance lag, requiring joint global efforts, especially the pioneering role of the G20.

To contribute to creating a fair, equal and just future for nations and all people globally, the Prime Minister shared three strategic priorities.

The first is to build a fair, equal, stable, transparent strategic mineral partnership with "harmonious benefits and shared risks", making efforts to promote cooperation, form and diversify sustainable mineral supply chains, develop deep processing, high-tech, recycling industries and quality, sustainable jobs that meet environmental, social and governance standards.

The second is to create a breakthrough in training high-quality human resources associated with the development of a modern, effective and sustainable labor market. The Prime Minister called on the G20 to prioritize support and create favorable conditions for developing countries to participate in and benefit from educational cooperation initiatives; minimize barriers, promote cooperation; connect regional and global labor markets; build strategies, policies, programs and projects to train high-quality human resources, create jobs for young people, and train skilled workers to meet the requirements of rapid and sustainable development.

Third is to build and develop an AI ecosystem for humans and not to replace humans. Prime Minister Pham Minh Chinh suggested that the G20 take the lead in building a set of fair, transparent, inclusive, safe and humane AI governance standards, with humans at the center; and support developing countries in building digital infrastructure, databases, technology ecosystems, governance and exploitation of AI for safe, inclusive and sustainable development.

With the motto of "listening and understanding together; believing and acting together; developing and enjoying together", the Prime Minister affirmed that Vietnam is ready to cooperate closely with the G20 and the international community to implement the above strategic priorities through specific and practical cooperation programs and projects, contributing to bringing prosperity to countries and all people.

Prime Minister Pham Minh Chinh's comments were welcomed and highly appreciated by the conference.

On the same day, the conference adopted the Joint Statement of the leaders and transferred the role of G20 Chairman from South Africa to the US. The participation of the high-ranking delegation of Vietnam led by Prime Minister Pham Minh Chinh contributed positively to the overall success of the conference, while highlighting the image of a dynamic Vietnam, rising strongly, proactively and actively contributing to peace, cooperation and development in the region and the world.

In the evening of the same day, local time, Prime Minister Pham Minh Chinh and his wife, along with the high-ranking Vietnamese delegation, left South Africa to return home, successfully concluding the working trip.
