According to the National Center for Hydro-Meteorological Forecasting, at 7:00 a.m. on September 9, storm No. 7 moved west-northwest at a speed of about 20 km/h, continued to weaken and became a low pressure area. The center was located at 23.9 degrees north latitude - 108.8 degrees east longitude, on the mainland of Guangxi province (China). Wind force below level 6.

Due to the influence of the tropical depression, the northwestern sea area of ​​the northern East Sea has strong winds of level 6, gusting to level 8; waves 2.0-3.5 m high, rough seas. Ships operating in the above-mentioned dangerous areas are likely to be affected by storms, whirlwinds, strong winds, and large waves.

Although not directly affected by the tropical low pressure circulation, areas on the far edge of the tropical low pressure circulation such as the Gulf of Tonkin, the Northern region and the eastern coastal area of ​​the North experienced thunderstorms, whirlwinds and strong gusts of wind.

From the afternoon of September 9 to the end of September 10, in the mountainous and midland areas of the North, there will be moderate rain, heavy rain and scattered thunderstorms, locally very heavy rain with common rainfall of 50-120 mm, locally over 250 mm. Warning of the risk of heavy rain (>100 mm/3 hours).

According to information at 9:00 a.m. on September 9 from the National Center for Hydro-Meteorological Forecasting, in the past 8 hours (from 0:00 a.m. to 8:00 a.m. on September 9), the northern mountainous provinces had moderate rain, heavy rain, and some places had very heavy rain such as: Lang Mo 104.8 mm (Lai Chau); Song Da 83 mm (Dien Bien); Nam Pam 62.2 mm (Son La); Tan Tien 101.6 mm (Lao Cai); Thang Tin 115.8 mm (Tuyen Quang); Cong Bang 132 mm (Thai Nguyen); An Lai 119.6 mm ( Cao Bang ); Tan Minh 97 mm (Lang Son); Chuc Bai Son 108.6 mm (Quang Ninh);...

In the next 3-6 hours, the above provinces will continue to have rain with common accumulated rainfall as follows: Dien Bien , Lai Chau, Son La, Lao Cai and Tuyen Quang from 30-70 mm, some places over 150 mm; Quang Ninh, Lang Son, Cao Bang and Thai Nguyen from 20-50 mm, some places over 90 mm.

Risk of flash floods on small rivers and streams, landslides on steep slopes in many communes/wards. Warning level of natural disaster risk due to flash floods, landslides, land subsidence due to heavy rain or water flow: Level 1.

Flash floods and landslides can have very negative impacts on the environment, threaten people's lives; cause local traffic congestion, affect the movement of vehicles; destroy civil and economic works, causing damage to production and socio-economic activities.
