What are the strategic technology products to be launched in 2025?

Deputy Prime Minister Nguyen Chi Dung noted that the selection and development of technology products must ensure the extent to which they can master the core technology, meaning they must have patents.

On the morning of September 9th, in Hanoi , Deputy Prime Minister Nguyen Chi Dung chaired a meeting with ministries and agencies to select a list of strategic technology products that need to be implemented immediately.

According to a report by the Ministry of Science and Technology , Decision 1131/QD-TTg dated June 12, 2025, of the Prime Minister identified 11 technology groups and 35 strategic product groups.

From there, the Ministry of Science and Technology narrowed the list down to 6 products to select 1-3 strategic technology fields or products that need priority implementation.

Strategic technology products to be deployed in 2025 include: a large-scale language model and Vietnamese virtual assistant; 5G mobile network systems and equipment; AI edge processing cameras; a blockchain platform for traceability and digital assets; autonomous mobile robots; and unmanned aerial vehicles (drones).

Among them, three products are prioritized for immediate deployment: a large-scale language model and Vietnamese virtual assistant; 5G mobile network systems and equipment; and AI cameras for edge processing.

According to Deputy Minister of Science and Technology Bui The Duy, selecting 1-3 areas or technological products is not only aimed at specific research results, but also represents a strategic approach to experimentation, learning from experience, and spreading the spirit of mastering technology, especially core technologies.

The selection criteria must ensure urgency, the potential for rapid success, and widespread impact; the willingness of businesses to participate; immediate service to economic and social development; and priority given to products with the potential for commercialization in 2025.

The selection criteria aim to address Vietnam's major challenges: serving the national goal of double-digit growth, a two-tiered local government system, increasing labor productivity, ensuring national defense and security, guaranteeing social welfare, competitiveness (ability to replace imports and export potential, a sufficiently large market size, and the potential for early commercialization), and technological mastery (mastery of design, system integration into products, mastery of core technologies, and ensuring a high level of Vietnamese value in the products).

Speaking at the meeting, Lieutenant General Le Huy Vinh, Deputy Minister of National Defense, stated that many manufacturing units have pioneered the production of technological products, but this is currently limited to the domestic market. Unmanned aerial vehicles (UAVs) have been applied and developed; 5G networks have been developed by Viettel, and the deployment of a 6G platform is necessary due to its high feasibility.

The Deputy Minister of Defense suggested that as many technological products as possible should be developed to meet market demands and boost the economy.

Representatives from the Ministry of Agriculture and Environment stated that the application of AI in agricultural production is currently essential. European countries now have very high quality requirements for exported agricultural products, so applying blockchain technology for product traceability is crucial in enhancing the value of Vietnamese agricultural products.

Agreeing with the above opinion, the leaders of the Ministry of Public Security stated that, in addition to developing a large-scale language model and a Vietnamese virtual assistant, the application of blockchain technology for traceability is crucial to improving labor productivity. Concluding the meeting, Deputy Prime Minister Nguyen Chi Dung emphasized that Vietnam has strengths in agriculture but is still limited by natural disasters and diseases, and the value of agricultural products remains low, not commensurate with the labor invested.

In the future, we need to aim for less production, less investment, and less land use, but with higher sales volume and greater value of agricultural products.

To achieve this, the Deputy Prime Minister affirmed the need to focus on applying science and technology to production activities to enhance product value. However, when implementing this, it is necessary to consider what problems this technology will solve, how it will impact the industry or sector, and its sustainability for economic development.

"There must be tangible products and development as quickly as possible to assess the impact of science and technology on life, prioritizing budgets, mechanisms, and concentrating resources to accelerate progress," the Deputy Prime Minister emphasized.

The Deputy Prime Minister also noted that the selection and development of technology products must ensure the extent to which they master the core technology, meaning they must possess patents.

Many ministries and sectors have research experience, even practical experience, so they need to leverage this to create products that can compete in both domestic and international markets; they need to be ready not only to produce but also to develop products to keep pace with global developments.

"The goal is to catch up, keep pace, and surpass others in order to seize opportunities. That is our strategy," the Deputy Prime Minister emphasized.

According to the Deputy Prime Minister, there are still differing opinions on the selection of strategic technology products, requiring consensus among agencies before reporting to the Government to select priority areas and products for implementation.

One of the key considerations when making a selection is ensuring the willingness of businesses to participate and the potential for commercialization.

The Deputy Prime Minister assigned the Ministry of Science and Technology to lead research, in collaboration with other ministries and sectors, on which products are most needed for their respective industries and how they will impact value growth; based on this, they should analyze, evaluate, and propose recommendations, and commission the Ministry of Science and Technology to develop these products.
