On September 9, Ms. Nguyen Thi Tho (born in 1996, Nhon Chau island commune) skipped the morning fish market to go to Nhon Chau Commune People's Committee to learn the theory and practice of driving a motorbike. Like others, she was enthusiastically guided by traffic police officers to complete the application, get a free health check, and ride on the driving track.

Ms. Tho happily said: “Normally, I and everyone on the island drive motorbikes to carry nets, transport fresh fish from the beach to the market, take children to school, or move between fishing villages... but we mainly drive out of habit and have not learned about the Road Traffic Law. Now that I have been supported to study for the driving license exam, I see that complying with the law is extremely important to ensure safety for myself and everyone else when participating in traffic.”

Nhon Chau Island, also known as "Cu Lao Xanh", is the only island commune of Gia Lai province, 24 km from the mainland; population of nearly 2,500 people, area of 3.58 km 2 . The life of the island's residents is closely linked to the sea, most of them work in fishing and aquaculture, recently developing tourism . Here, the main means of transportation on the island is motorbike. However, life is still difficult, traffic is isolated, so people are not very interested in studying and taking the driving license test.

Based on that reality, the Traffic Police Department has advised the Provincial Police Director to coordinate with the local police to proactively review and make a list of citizens currently residing stably in the island commune, 18 years of age or older but have not been granted a driver's license to fully support (pay all tuition fees, driving license testing fees) or partially support depending on the specific conditions of each subject.

After careful review, the unit coordinated with the People's Committee of Nhon Chau Commune, Binh Dinh Transport Training Center and Thu Phuc General Hospital to organize the opening of a training class, test, and issue free driving licenses to 100 people in difficult circumstances right on the island. The official test will take place on September 19 at Binh Dinh Transport Training Center.

Lieutenant Colonel Le Hong Phuong - Deputy Head of the Traffic Police Department of Gia Lai Province Police said: "According to statistics, up to 23/53 traffic accidents occurring in Gia Lai province involved drivers without a driver's license (accounting for 43.40%). It can be seen that for those who have not studied the Road Traffic Law and do not have a driver's license, driving on the road poses great risks.

In the ethnic minority areas in remote, isolated and island areas, many cases are illiterate, have limited legal awareness, are poor and near-poor households, so it is difficult to study and take the driving license test. Therefore, the unit mobilized organizations, businesses and kind individuals in the province to sponsor people, and received hundreds of millions of VND to serve the Plan to grant driving licenses to difficult cases in the province.

It is known that after the free driving test and license issuance for people in Nhon Chau island commune, the Traffic Police Department of the Provincial Police will continuously coordinate to organize other classes in the western communes of Gia Lai province.
