High concentration, fast processing
On August 1, 2025, the People's Committee of Bac Ninh province issued a document on the implementation of the "24-hour Green Channel" and "60% Green Channel" mechanisms in handling administrative procedures for key projects, striving to shorten the time, ensuring no delays or overdue procedures. The general principle of handling green channel procedures is to ensure they are within the scope and framework of the law; not to shorten mandatory steps, not to apply to cases requiring a minimum time to be implemented according to regulations and to ensure publicity and transparency. In particular, the "24-hour Green Channel" is applied to a number of project groups, including key infrastructure investment projects. Accordingly, the method of implementing the "24-hour Green Channel" is to carry out each step of administrative procedures within 24 hours so that the Provincial People's Committee can organize and implement them according to regulations.

This is an administrative reform step that clearly demonstrates the spirit of "government serving" instead of "government managing". 9 key projects included in the "green channel" include strategic traffic works, connecting inter-regional, inter-provincial and large industrial zones including: Ring Road 4 of the Capital Region (section through Bac Ninh); Gia Binh International Airport; the route connecting Gia Binh Airport with Hanoi Capital; the route connecting Provincial Road 285B with Gia Binh Airport (Provincial Road 295C); Ring Road 5 of the Capital (section through Bac Ninh); the route connecting Van Trung Industrial Park - Quang Chau Industrial Park; Ha Bac 1 Bridge and access road; Van Ha Bridge; National Highway 1 overpass connecting Ring Road 4 with Quang Chau Industrial Park and expanding National Highway 1 service road.
The project of the route connecting Gia Binh airport with Hanoi capital is built in the form of public-private partnership (contract of payment by land fund). The Department of Finance has proactively developed a plan to appraise the feasibility study report, accompanying the investor in each step of the procedure. Thanks to that, the dossier has been completed at the grassroots level and sent to the competent authority for consideration. Implementation milestones such as resettlement, environmental impact assessment, compensation payment, etc. are all clearly defined, creating a premise for early commencement of the project. At the same time, this is also one of the projects issued by the Government to be implemented according to the Resolution on special investment mechanisms and policies. With the participation of competent authorities in handling the "24-hour Green Channel" dossier and special policies, the project implementation time is expected to be shortened by nearly a year compared to normal implementation, striving to be completed by December 2026. It is known that this route has an expected cross-section of 120 m including: 10-lane main route, 4-lane side route with a total length of more than 27.7 km, passing through 8 communes and wards such as Trung Kenh, Luong Tai, Gia Binh, Lam Thao, Tram Lo, Mao Dien, Thuan Thanh, Tri Qua.
Another project is the route connecting Van Trung Industrial Park with Quang Chau Industrial Park running parallel to the expressway. Due to the urgency, the province has put this project into implementation as "24-hour Green Lane". The total investment of this project is expected to be nearly 1,000 billion VND from the provincial budget, implemented in the period of 2026-2029. As soon as receiving the dossier, the Department of Construction gave its opinion and is consulting on the draft decision on investment policy. This route not only strengthens the connection between the two industrial parks but also contributes to reducing the load on the expressway, improving the efficiency of infrastructure exploitation and attracting investment.
Criteria for evaluating leaders
Implementing the direction of the Provincial People's Committee on implementing the "24-hour Green Channel" mechanism, the Department of Construction has concretized it with a series of synchronous solutions. Right from the one-stop department, the files are classified according to priority level: "24-hour Green Channel" (top priority) and "60% Green Channel" (shortening at least 60% of processing time). Each professional contact is required to complete the file within a maximum of 24 hours, ensuring no delay or overdue.

The Department also deployed a system to monitor the progress of daily/weekly records processing, personalizing the responsibilities of each contact. Processes such as investment policy appraisal, construction drawing design approval, bidding, project acceptance and payment are all shortened. In particular, for large public investment projects, the Department regularly monitors and removes bottlenecks in site clearance, resettlement, payment document handover, etc. To ensure the rights of investors, the Department of Construction guides investors to clearly state the "priority level" when submitting records, thereby being quickly processed in accordance with policy.
The implementation of the "24-hour Green Channel" mechanism in administrative procedures for key projects has demonstrated innovative thinking in leadership and direction of the provincial leaders, with the expectation that the projects will soon be put into use and exploitation, meeting the expectations of the people, creating momentum for the province to make a breakthrough.
According to Vice Chairman of the Provincial People's Committee Pham Van Thinh, the classification of project types, especially the application of "24-hour Green Channel" for key projects is being vigorously implemented by the province to promote investment progress and infrastructure development, especially strategic infrastructure. Projects in this list will be updated and supplemented regularly. The province requires all relevant departments and branches to clearly define responsibilities, closely coordinate with investors to implement the project most smoothly; have a system to monitor and supervise the daily reception and processing of documents by functional agencies. This is also one of the criteria for evaluating heads and units at the end of the year.
