Focusing on reducing and simplifying administrative procedures to facilitate citizens and businesses, the Provincial People's Committee aims to concretize Project 06 in conjunction with Government Resolution No. 214. Accordingly, the Provincial People's Committee requests heads of departments and agencies and chairmen of commune and ward People's Committees to urgently implement several key tasks: strictly enforce the 2023 Electronic Transactions Law, and not require authentication contrary to regulations; accelerate the review and restructuring of internal processes and electronic processes on the province's administrative procedure resolution system, ensuring connectivity, sharing, and reuse of data to replace paper documents.
From October 1st, citizens and businesses will only need electronic data for 25 public services.
Regarding the above content, the People's Committee of Vinh Long province requested that all agencies complete it by September 27th. At the same time, to ensure that administrative procedure reform is effective, the People's Committee of the province requested that public administrative service centers from the provincial to the commune level provide sufficient facilities, equipment, and staff, including officials, civil servants, and youth union members, to directly guide and support citizens and businesses when accessing public services.
Specifically, for administrative procedures arising from September 1, 2025, the province has assigned the science and technology sector to take the lead, in coordination with the provincial police, in digitizing, storing, and integrating results into the VNeID application for reuse, thereby significantly reducing paper documents and saving time and costs for businesses.
Furthermore, the implementation of the non-stop toll collection model at bus stations and parking lots throughout the province not only demonstrates a commitment to administrative reform and transparency in management, but also brings clear benefits to citizens and businesses. Instead of wasting time waiting and making manual payments, all transactions are now carried out quickly and conveniently, contributing to cost savings, reduced congestion, and improved urban operational efficiency.
Departments, agencies, and localities assigned the task must promptly and seriously implement it; any delay will result in accountability to the Chairman of the Provincial People's Committee. This is an important step, demonstrating the determination to work alongside the business community in building a modern, transparent, and efficient administrative system. It is also an important step for the locality to gradually build smart urban infrastructure and strongly apply digital technology to daily life.
Furthermore, the synchronized implementation affirms the province's commitment to supporting the business community and creating a civilized, modern, and healthy competitive business environment. Through this, Vinh Long aims for sustainable socio-economic development, using the satisfaction of citizens and businesses as a measure of success in reform.
