Online registration system for security measures: An achievement in saving administrative procedural costs.

The online registration system for security measures, implemented by the Department of Registration of Secured Transactions and State Compensation (Ministry of Justice), has met the requirements for providing full online public services since October 4, 2021. This has facilitated citizens, businesses, credit institutions, and even state agencies in carrying out administrative procedures related to movable assets used as collateral (excluding aircraft and ships).

Six online public services have been fully implemented, meeting over 74% of the increased societal demand.

The Department of Registration of Secured Transactions and State Compensation has always identified the provision of online public services as one of the strategic breakthroughs in the administrative reform process towards professionalism, modernity, streamlining, effectiveness, efficiency, capacity for development, integrity, and service to the people.

Currently, the group of six public services related to registration and provision of information on security measures have reached a comprehensive level, from receiving and processing applications to delivering registration results; 100% of registration and information provision applications on security measures are digitized. The number of registrations and information inquiries through the online registration system is increasing and accounting for a growing proportion. According to statistics, the rate of online registration and information provision on security measures has increased by more than 74% compared to the time when the system was officially launched (17.58% in 2012 and currently reaching 91.6% as of October 2025).


The online registration system for security measures provides online public services for registering and providing information on security measures involving movable property (excluding aircraft, ships, and centrally registered securities) and annual crops, temporary structures; and for registering and providing information on transactions and other assets as prescribed by law.

From January 15, 2024 to the present, in accordance with the provisions of Government Decree No. 99/2022/ND-CP dated November 30, 2022 on the registration of security measures, the Department of Registration of Secured Transactions and State Compensation has issued more than 2,185 access codes to the database on security measures at the request of competent agencies, organizations, and individuals.

The purpose of assigning codes is to facilitate proactive access, exploitation, and retrieval of information on registered movable property security interests by relevant agencies, effectively serving litigation, enforcement, state management, and the establishment and execution of civil and commercial transactions for individuals and businesses. The entities eligible for these codes include civil enforcement agencies nationwide, tax authorities, customs, investigative agencies, courts, agencies managing and registering road motor vehicles, and other relevant agencies and organizations.

In addition, the Department has also coordinated with the Department of E-commerce and Digital Economy ( Ministry of Industry and Trade ) to research and propose solutions for transforming online payment platforms, aiming to improve efficiency and facilitate organizations, businesses, and individuals in the process of registering, accessing, and providing information on security measures through the online registration system under the Department's management.

According to many customers, the online registration system helps people and businesses access capital sources, promptly meeting the needs of production and business development; lenders and financial institutions can feel more secure when financing working capital, easily improving and developing the financial supply chain in a safe and stable manner; competent agencies and organizations are provided with accurate and convenient legal evidence regarding security measures and collateral in the implementation of state management or when resolving litigation and enforcement cases.

Online registration system: Harmonious benefits for the State, citizens, and businesses.

Citing practical data on processing times, the Department affirmed that the online registration system has significantly contributed to shortening the time required for administrative procedures, creating practical convenience for citizens and businesses.

According to the law, registration applications are processed within one working day from the time of receipt of a valid application; if the application is received after 3 PM, the registration and information provision will be completed on the next working day. In practice, at the Transaction and Asset Registration Centers, the processing of applications is always quick and efficient. On average, applications submitted through the online registration system are processed within one hour from the time of receipt. For applications submitted in paper form, processing is done on the same working day, ensuring full compliance with the regulations in Decree No. 99/2022/ND-CP, promptly meeting the needs of citizens and businesses.

Not only does the online registration system shorten processing times, but it also significantly reduces the total time required to complete an administrative procedure. According to current regulations, completing a procedure takes approximately 5 hours for organizations and individuals, including travel time (round trip), document submission, and printing (as per Circular No. 07/2014/TT-BTP dated February 24, 2014, of the Ministry of Justice ). However, when using the online registration system, the time to complete a security interest registration request form is reduced to just 1 hour, encompassing all stages from information entry and document submission to receiving results, thus saving 4 hours compared to the in-person method.

Sharing her thoughts on the system's effectiveness, Ms. Le Hoang N., a private customer in Hanoi, said: “With the online registration system for movable property security measures implemented by the Department, banks and lenders only need a few minutes to look up detailed information about secured transactions, register, and receive certificates of registration for security measures. As a result, loan approvals and disbursements are processed more quickly. Users can access the system from anywhere, at any time.”

Furthermore, providing online public services through the Online Registration System for Movable Asset Security Measures has significantly reduced the time required in the registration agency's public service delivery process. Preliminary calculations show that since the implementation of administrative procedure reforms and the deployment of the Online Registration System, nearly 1.5 million man-hours of labor have been saved in serving the registration and information provision needs of organizations and individuals regarding security measures. It is estimated that from 2012 to October 2025, based on data from the registration of security measures through the Online Registration System, the total social cost savings will be nearly 1.005 billion VND.

In practice, over the past 13 years, the online registration system for security interests in movable assets has proven to be an effective tool, contributing positively to the public disclosure and transparency of information on the legal status of secured assets. This information is provided to competent state agencies and authorized individuals for coordination in state management, administrative procedures, and support for litigation and civil enforcement activities. In particular, it helps citizens, businesses, and organizations save costs and time in accessing public services, avoid potential risks, and protect their interests when conducting transactions involving secured assets.


In accordance with the principle of publicizing information on registered security measures, from 2023 to the present, the Department of Registration of Secured Transactions and State Compensation has provided nearly 3,000 documents on security measures to competent authorities and individuals such as: People's Courts, People's Procuracies, investigative agencies, civil enforcement agencies, tax authorities, bailiffs, investigators, etc. This information provision has effectively supported competent state agencies in carrying out state management, resolving administrative procedures, and assisting in litigation and related civil enforcement activities. On average, more than 3,000 requests for registration and information provision, over 1,200 documents notifying vehicle mortgages are sent to vehicle registration and management agencies daily, and more than 20,000 searches are conducted on the online registration system.
