After nearly two days of proceedings conducted in a spirit of urgency, science , and seriousness, under the motto "Unity-Democracy-Discipline-Breakthrough-Development," the First Congress of the Bac Ninh Provincial Party Committee, for the 2025-2030 term, concluded successfully on the afternoon of September 30th.
The Congress announced the Politburo 's decisions appointing members to the Executive Committee, Standing Committee, Secretary, and Deputy Secretary of the Bac Ninh Provincial Party Committee for the 2025-2030 term.
The Politburo decided that General Nguyen Hong Thai, Member of the Central Committee of the Party, Member of the Central Military Commission, and Deputy Minister of National Defense , would cease his participation in the Central Military Commission for the 2020-2025 term, relinquish his position as Deputy Minister of National Defense and related positions according to the organizational structure; he would be transferred, assigned, and appointed to participate in the Executive Committee and Standing Committee of the Bac Ninh Provincial Party Committee, holding the position of Secretary of the Bac Ninh Provincial Party Committee for the 2025-2030 term, and appointed to participate in the Party Committee of Military Region 1.
On the same day, the Politburo decided to transfer, assign, and appoint Mr. Nguyen Van Gau, Member of the Central Committee of the Party and Secretary of the Bac Ninh Provincial Party Committee, to participate in the Central Military Commission for the 2025-2030 term; Mr. Nguyen Van Gau will continue to preside over the Congress until all its agenda items are completed.
The Executive Committee of the Bac Ninh Provincial Party Committee for the 2025-2030 term consists of 71 members; the Standing Committee of the Provincial Party Committee consists of 18 members. The Deputy Secretaries of the Bac Ninh Provincial Party Committee are: Nguyen Thi Huong, Nguyen Viet Oanh, and Vuong Quoc Tuan.
The Congress announced the decisions of the Politburo and the Secretariat on the appointment of the Bac Ninh Provincial Party Committee's Inspection Committee, consisting of 14 members, with Mr. Tran Huy Phuong as Chairman and 7 Vice-Chairmen; and the appointment of 37 official delegates and 1 alternate delegate to the 14th National Congress of the Party.
The Congress adopted a Resolution setting forth the goals of building a united, clean, and strong Party Committee and political system in Bac Ninh province; achieving rapid, comprehensive, and sustainable socio-economic development; ensuring national defense and security; continuously improving and enhancing the material and spiritual lives and living environment of the people; confidently advancing together with the whole country in the new era of national development; transforming Bac Ninh into a centrally-governed city before 2030 and, by 2045, a green, civilized city deeply rooted in the Kinh Bac cultural identity.
The Congress also set 26 specific targets, including an average annual growth rate of the province's gross regional product (GRDP) of 11-12% for the period 2026-2030; GRDP per capita of 8,700-9,200 USD; a social labor productivity growth rate of 10% per year; and total import and export turnover of 1,090 billion USD for the period 2026-2030.
During the period 2026-2030, state budget revenue will reach 375,700 billion VND, local budget expenditure will reach 279,000 billion VND; the urbanization rate will reach 65%; annually, over 90% of grassroots Party organizations will complete their tasks well or better; and over 90% of Party members will be evaluated and classified as having completed their tasks well or better…
To achieve the set goals, the Congress outlined five key tasks and four main groups of solutions.
The Congress identified three breakthroughs: improving the capacity for planning and implementing public policies at the local level, and participating in policy development with the central government to remove bottlenecks and obstacles, and unlock and release all resources for investment and development.
In addition, the province focuses on building, training, attracting, and utilizing high-quality human resources, especially experts in services, digital transformation, high technology, new technologies, and key supporting industries; continuing to streamline the organizational structure of the political system to ensure efficient, effective, and effective operation. At the same time, the province continues to comprehensively and significantly improve the socio-economic infrastructure development.
The Congress discussed and contributed to the draft documents to be submitted to the 14th National Congress of the Party, expressing confidence that the National Congress will be successful, leading the country to self-reliance, rapid and sustainable development, and realizing the goal of becoming a developing country with modern industry and high middle income by 2030, and a developed country with high income by 2045.
In his closing remarks, Mr. Nguyen Van Gau, Secretary of the Bac Ninh Provincial Party Committee, emphasized that the documents adopted were collective works, the culmination of wisdom, reflecting the will, belief, and aspirations for development of the Party Committee and people in the province, determined to make Bac Ninh a centrally-governed city before 2030.
The success of the Congress is an important prerequisite and a great spiritual impetus, encouraging the entire Party Committee and people to uphold the tradition of unity, seize opportunities, overcome challenges, innovate, exploit potential, create strong breakthroughs, and build Bac Ninh into a rapidly, comprehensively, and sustainably developing province, contributing to the country's strong progress in the new era.
Immediately after the Congress, the Provincial Party Committee will issue an action program to implement the Resolution; Party committees and organizations at all levels will disseminate and thoroughly understand the Resolution, promptly develop action plans, and quickly put the Resolution into practice.
Provincial Party Secretary Nguyen Van Gau called on all levels of Party committees, government agencies, the political system, cadres, Party members, armed forces personnel, the business community, the people of the province, and Bac Ninh residents throughout the country to unite and work together to successfully achieve the targets and tasks set forth in the Congress Resolution, building a prosperous, civilized, and modern Bac Ninh.
