Bac Ninh: Instructions for handling administrative procedures related to the land sector

BAC NINH - On August 8, leaders of the Department of Agriculture and Environment of Bac Ninh province held a working conference with the communes and wards of Nhan Hoa, Bong Lai, Phuong Lieu, Que Vo, Dao Vien, Chi Lang and Phu Lang to provide guidance on handling administrative procedures related to land when implementing two-level local government.

At the meeting, local leaders reported specific difficulties and problems in the land sector, and then proposed the Department of Agriculture and Environment to guide handling measures. In particular, the focus was on handling cases with a list of land use right certificates issued since 2000, with land records, and certificates issued in the register, but land users have not yet received the certificates.

In addition, instructions on adjusting cadastral maps of new plot numbers and plot areas for cases of unauthorized sales after 2003; planning for commune-level land use, allocating rice-growing land quotas of new communes and wards after mergers; procedures for granting land use certificates for cases of unauthorized land allocation, which are plots of land that have been used stably for residential purposes but do not have houses...

Based on reports and proposals from localities, representatives of the Department of Agriculture and Environment discussed, answered, and provided specific instructions on procedures and solutions for each case. At the same time, disseminated new regulations on decentralization, delegation of authority, and division of authority in the land sector of the Government, the Ministry of Agriculture and Environment , and the Provincial People's Committee when implementing 2-level local government.
