On November 8, the Bac Ninh Provincial Interdisciplinary Inspection Team led by Colonel Pham Van Luong - Deputy Director of Bac Ninh Provincial Police Department inspected the implementation of regulations on environment, fire prevention and fighting, rescue; planning and construction of the Man Xa Craft Village Industrial Cluster, Van Mon Commune, Yen Phong District.

In the first phase (implemented from November 8 to 11), the Bac Ninh Province Interdisciplinary Inspection Team divided into 4 groups to conduct document inspections, on-site inspections of compliance with regulations on environment, fire prevention and fighting, rescue, planning, construction; the investor's responsibility in implementing related regulations at Hanaka Group Joint Stock Company and 12 production facilities in Man Xa Craft Village Industrial Park.
The Man Xa Craft Village Industrial Park is invested by Hanaka Group Joint Stock Company, with a total area of 29.6 hectares divided into 666 plots of land; there are currently 77 facilities in operation, mainly aluminum casting and recycling. During the production process, 100% of the facilities do not have environmental records and procedures, environmental licenses, or environmental registration; there are no measures to collect and treat dust, emissions, and solid waste according to regulations.
This inspection aims to strengthen State management of production and business establishments in Man Xa craft village; detect, handle, and eventually suspend the operations of businesses, organizations, and individuals with violations. Thereby, raising awareness of environmental protection, fire prevention, fire fighting, rescue, planning, and construction in Van Mon commune.
With the viewpoint of “no forbidden areas, no exceptions”, the Inspection Teams work seriously, ensuring compliance with legal regulations, being objective and comprehensive in order to point out existing problems and violations and make records to suspend the operations of violating establishments. It is expected that within 1 month, the Provincial Interdisciplinary Inspection Team will conduct inspections on 100% of establishments in the Man Xa Craft Village Industrial Park.

Regarding the pollution situation in Man Xa craft village, Bac Ninh Provincial Police recently coordinated with Yen Phong District Police to catch Nguyen Van H. (residing in Man Xa village, Van Mon commune) illegally dumping aluminum slag waste at the Dong Cay landfill in Man Xa village.
In the initial investigation, H. confessed that he was hired to use a homemade tractor to transport 12 loads of aluminum slag from Thoi Dai Moi Aluminum Company Limited at Man Xa Industrial Park to dump in the above area. The working group examined the scene, took 12 samples of waste, weighed 9,450 kg of waste and temporarily detained the tractor.
Since August 2023, Yen Phong District Police have discovered and confiscated nearly 20 homemade agricultural vehicles used for illegal dumping of waste.
To strictly handle violations according to the provisions of the law, the People's Committee of Yen Phong district, Bac Ninh province has just established an inspection team and set up a checkpoint (24/7) to monitor vehicles transporting scrap in and out of Man Xa craft village, Van Mon commune.
According to the plan, Yen Phong district will stop the operation of facilities and households that do not have environmental protection measures before December 31; for qualified facilities, they will be allowed to operate until December 31, 2025.
In 2025, Yen Phong District People's Committee will relocate aluminum recycling facilities and households in craft villages to industrial parks or convert to other industries. Facilities and households that produce, smelt, and recycle metals that do not voluntarily comply will be handled according to regulations; strict handling will be done for acts of opposition and obstruction of law enforcement officers.
Previously, regarding the handling of environmental pollution in Van Mon commune, Mr. Vuong Quoc Tuan - Chairman of the People's Committee of Bac Ninh province criticized the Chairman of the People's Committee of Yen Phong district for the delay in implementing the direction of the Standing Committee of the Provincial Party Committee and the Chairman of the People's Committee of Bac Ninh province on environmental treatment in Van Mon commune.
