Based on the results of the People and Business Service Index published on the National Public Service Portal, from the beginning of the year until now, Bac Ninh is ranked 8th out of 34 provinces and cities. The results show that some component indicators of the province are still low, especially the rate of timely settlement of records, the rate of digitization and electronic return of results, and the rate of online payment, which directly affect the overall ranking of the province.
To promote the achieved results, overcome the limited criteria, and at the same time maintain the position in the Top 10 group and strive to reach the Top 5 nationwide, departments, branches, sectors and People's Committees of communes and wards are responsible for comprehensively reviewing and ensuring that all administrative procedures under their management are updated, published and publicly disclosed fully and accurately on the National Database of Administrative Procedures, the Provincial Administrative Procedure Information System and at the One-Stop Department. At the same time, it is necessary to regularly monitor the "Decision to publish" section on the National Public Service Portal to promptly draft, submit for promulgation and publicize the list of new, revised and supplemented administrative procedures; absolutely do not allow delays, omissions or inconsistencies between systems.
Agencies, units and localities must strictly manage the processing progress, absolutely not allowing overdue records to arise; in case of risk of delay, they must promptly report and explain, clearly stating the cause and remedial measures. Upon receipt, officers and civil servants are responsible for digitizing all records, papers and accompanying documents to ensure that 100% of records are digitized from the beginning. During the processing process, it is necessary to fully perform the process completion operations on the System, and at the same time issue and attach the signed electronic copy of the results; omissions, failure to update or keeping unfinished records will directly affect the assessment of the performance of the relevant units and individuals.
Currently, the rate of electronic results in the province is only about 67%, much lower than required. Agencies, units and localities must ensure that 100% of administrative procedure results are returned in electronic form with digital signatures and fully updated on the province's administrative procedure information system.
In particular, the People's Committees of communes and wards must strengthen the implementation of electronic copy certification; accordingly, the certification of paper copies and electronic copies with digital signatures must be carried out in parallel, ensuring that people receive both types of results in the same processing time. The certification fee is only collected once according to current regulations, without incurring additional costs for electronic copies. This is a key professional solution to increase the rate of digitizing records, returning electronic results and online public services, contributing to improving the province's score.
Along with that, proactively guide and support individuals and organizations to submit documents via online public services, ensuring that 100% of eligible documents are received online and processed in accordance with regulations. At the same time, it is necessary to strengthen propaganda and dissemination of benefits, methods of using online public services and online payments, creating the most favorable conditions for people and businesses to implement.
Agencies, units and localities shall promote communication work, provide specific and timely guidance so that people and businesses can easily access and use online public services and electronic results. The head is directly responsible to the Chairman of the Provincial People's Committee for the results of implementing indicators under his/her management; these results are the direct basis for assessing the level of task completion, emulation classification and year-end rewards.
The Provincial People's Committee Office regularly monitors and synthesizes the results of the implementation of the Index of departments, branches, and commune-level People's Committees; monthly compiles rankings, reports to the Chairman of the Provincial People's Committee and posts them on the Provincial Electronic Information Portal to ensure transparency and create motivation for competition; presides over and coordinates with departments and branches to organize specialized training and "hands-on" training in communes and wards with low results, promptly removing difficulties in professional skills, digital skills and handling situations. At the same time, establishes a technical support hotline, provides a sample communication toolkit for communes and wards to use consistently, ensuring that people and businesses can easily access and implement.
