Prime Minister directs not to manipulate the gold market, control inflation

On the morning of September 6, Prime Minister Pham Minh Chinh chaired the regular Government meeting for August 2025, discussing many important contents.

According to the program, the meeting focused on discussing the socio -economic situation in August and the first 8 months of 2025, the allocation and disbursement of public investment capital, the implementation of 3 national target programs; the direction and administration of the Government and the Prime Minister, the results of the implementation of assigned tasks, administrative procedure reform; key tasks and solutions in September and the fourth quarter of 2025; and a number of other important contents.

Gold price fluctuations are very noticeable

At the meeting, the Prime Minister requested an analysis of inflationary pressures, exchange rates, and interest rates that are increasing; domestic consumption, exports, and public investment that are slowing down.

Meanwhile, operating the two-level local government model still faces difficulties in digital transformation, data connection, and difficulties for lower-level officials. In particular, according to the head of the Government , natural disasters, storms and floods have severely affected people's lives and production and business.

Stating that we must develop quickly and sustainably and the growth target of 8.3 - 8.5% this year is a difficult target, the Prime Minister emphasized that "no matter how difficult it is, we must do it".

According to the Prime Minister, we must continue to promote high fighting spirit, the spirit of the August Revolution and National Day September 2. Our great advantage is that the people are patriotic, trust the Party and the State and are always very creative.

The Head of Government directed that it is necessary to continue to renew traditional growth drivers and promote new growth drivers to ensure synchronous and comprehensive development.

The Prime Minister requested ministries and sectors to review and reduce administrative procedures, striving to cut 30% of the time, number and cost of administrative procedures. Along with that, intensify the handling of backlogged projects because this is also a solution to unlock resources for development.

Considering the fluctuation in gold prices to be very noticeable, the Prime Minister said he has directed relevant agencies to take action to prevent market manipulation, hoarding, and price hikes.

At the same time, according to the Government leader, it is necessary to accurately assess recent developments in the stock market, to determine whether there is price inflation or market manipulation. If the money flows into the production and business sectors, it is very good.

In his concluding remarks on the orientation for the coming time, the Prime Minister clearly stated the goal of stabilizing the macro economy, controlling inflation, ensuring major balances (in food, revenue - expenditure, import - export, energy security, labor supply and demand), promoting GDP growth from 8.3-8.5%; high but sustainable growth, ensuring social security, improving people's material and spiritual life; reviewing the targets of 2025 and the 5-year period of 2021 - 2025, improving the quality and efficiency of the targets that have been achieved, striving to achieve the targets that have not been achieved; ensuring security, safety, public safety, stability for development, development for stability.

Regarding a number of key tasks and solutions, the Prime Minister first requested to focus on careful preparation for the 12th Central Conference, the 10th Session of the 15th National Assembly and the Government Party Congress.

Second, continue to prioritize promoting growth in conjunction with maintaining macroeconomic stability, controlling inflation, and ensuring major balances of the economy. Continue to implement a proactive, flexible, timely, and effective monetary policy, closely and synchronously coordinated with a reasonable, focused, and key expansionary fiscal policy.

In particular, regarding monetary policy, the Prime Minister requested to control exchange rates promptly, flexibly and effectively; control stable interest rates and the banking system strive to reduce costs to reduce lending interest rates, share with people, businesses and the country; control gold and USD prices according to existing tools, decision-making agencies according to their authority, if anything is needed or lacking, they must promptly report to the Government and the Prime Minister; credit growth must direct cash flow into production and business, improve people's lives, control credit, not let cash flow go into speculation; inspect, check and control banks that only mobilize but do not lend or lend little. The Prime Minister assigned Deputy Prime Minister Nguyen Hoa Binh to directly direct, the Government Inspectorate to step in to strengthen inspection and examination of the banking sector according to Party regulations and laws, not let small violations become major violations.

Regarding fiscal policy, the Prime Minister noted that it is necessary to focus on disbursing public investment; mobilizing and leading social investment; and studying the issuance of project bonds. The Ministry of Finance will strengthen the management of state budget revenue and expenditure, striving for a 25% increase in state budget revenue in 2025 compared to the estimate, and striving to disburse public investment capital to reach 100% of the plan.

The Prime Minister requested to focus on renewing traditional growth drivers and strongly promoting new growth drivers. Boosting production, business, export, negotiating and signing new FTAs, especially with the Gulf Cooperation Council (GCC) and the South American Common Market (MERCOSUR); stimulating domestic consumption, developing the domestic market. Preparing well for the groundbreaking and inauguration of projects on December 19, 2025, including basically completing the Long Thanh International Airport Project Phase 1.

Urgently build an international financial center

Third, the Prime Minister requested drastic, timely and effective implementation of the Politburo's "pillar" resolutions on science and technology, innovation, digital transformation, law making and enforcement, private economic development and international integration, state economic development, educational and training breakthroughs, and people's health care, etc.

Fourth, urgently build an international financial center and free trade zones. Relevant ministries and agencies must urgently complete the Decrees to immediately implement Resolution No. 222/2025/QH15 of the National Assembly on the Center, to be completed before September 15.

Fifth, focus on removing difficulties and obstacles, effectively implementing the two-level local government model. The general spirit is to continue to further promote the work of reviewing, perfecting institutions, decentralization, decentralization, administrative procedure reform, and digital transformation. The Central Inspection Commission has reported, the Prime Minister requested Deputy Prime Minister Nguyen Hoa Binh to direct ministries and agencies with difficulties to implement in accordance with the spirit suggested by the Central Inspection Commission.

Sixth, focus on removing difficulties and obstacles for long-standing projects, clearly defining responsibilities and authorities in handling them.

Seventh, focus on timely and more effective implementation of tasks and solutions on: Cultural and social development; environmental protection; natural disaster prevention and control, climate change response; prevention and control of smuggling, trade fraud, counterfeit goods, especially medicines and food; prevention and control of corruption, waste, and negativity; consolidation and enhancement of national defense and security; maintenance of social order and safety; strengthening foreign affairs and international integration.

Eighth, the Prime Minister requested that the nuclear power project be approved soon; assigned Deputy Prime Minister Bui Thanh Son and the Ministry of Industry and Trade, the Ministry of Science and Technology, and the Ministry of Agriculture and Environment to focus on building a nuclear power development strategy.

Ninth, urgently prepare to deploy the Lao Cai - Hanoi - Hai Phong high-speed railway project; Deputy Prime Minister Tran Hong Ha is responsible for directing and preparing for the Intergovernmental Committee meeting to promote it soon.

Tenth, regarding the construction of 100 solid boarding and semi-boarding schools in border communes, the Prime Minister directed the Ministry of Education and Training to identify schools, the Ministry of Construction to design standards, the Ministry of Finance to balance the budget, and localities to start construction simultaneously with the spirit of the State budget being the main source of funding while mobilizing socialized capital.

Directing a number of specific tasks, the Prime Minister requested ministers and heads of ministerial-level agencies to continue focusing on law-making, reviewing and proposing amendments to regulations; ministries, branches and localities to focus on reviewing, cutting and simplifying administrative procedures related to production and business activities, ensuring a minimum reduction of 30% of administrative procedures, 30% of time for implementing administrative procedures, and 30% of compliance costs in 2025; strengthening information and communication work, especially policy communication, replicating good models, good and effective practices, creating a spread, social consensus, and creating a driving force to promote national development in the new era.
