Class 1/2, Hong Ha Primary School, Binh Thanh District, Ho Chi Minh City has just been reported to have collected and spent more than 310 million VND from the parent fund at the beginning of the year, of which more than 225 million VND was used to repair classrooms.

Today (September 27), the Department of Education and Training of Tan Binh District, Ho Chi Minh City issued Official Dispatch No. 1649 on guidelines for mobilizing, managing, and using operating funds of the parent-teacher association according to Circular No. 55 of 2011 of the Ministry of Education and Training.

This document is sent to all principals, kindergartens, primary schools, and secondary schools in the district. The Department of Education and Training of Tan Binh District made this move in the context of a number of schools in localities across the country being reported to have collected and spent a lot of money, making parents cry.

Must ensure the principles of publicity and democracy

Pursuant to Circular No. 55/2011 on promulgating the charter of the parent-teacher association, the Department of Education and Training of Tan Binh District provides guidance foreducational institutions.

Firstly, regarding the mobilization and establishment of a fund for the activities of the parent-teacher association, follow points a and b, clause 1, Article 10 of Circular 55:

  • The operating expenses of the class parents' committee come from the voluntary support of parents and other legal sources of funding for the class parents' committee;
  • The operating budget of the school's parent-teacher association is taken from the operating budget of the class parent-teacher associations according to the recommendation of the plenary meeting of the class parent-teacher association heads at the beginning of the school year and other legal funding sources for the school's parent-teacher association.

"It is not allowed to collect donations from students or their families to purchase machinery, equipment, and teaching aids for schools, classrooms, or for school administrators, teachers, and staff...", according to Circular 55

Second, regarding the collection principles and other relevant regulations, it is necessary to comply with Clause 3 and Clause 4, Article 10 of Circular 55. These contents clearly stipulate:

"The collection and expenditure of funds by the parents' representative committee must ensure the principles of transparency and democracy: After spending, the financial settlement must be publicly reported at the class-wide parent-teacher meetings and the school-wide parent-teacher meetings. There is no regulation on the average level of support funding for parents."

The parents' committee is not allowed to collect the following items from students or their families:

  • Donations are not voluntary;
  • Donations that do not directly serve the activities of the parent-teacher association: Protecting school facilities, ensuring school security, supervising students' vehicles, cleaning classrooms, cleaning schools, rewarding school administrators, teachers and staff; purchasing machinery, equipment and teaching aids for schools, classrooms or for school administrators, teachers and staff; supporting management work, organizing teaching and learning and educational activities, repairing, upgrading and constructing new school buildings".

How to manage the fund for the parent-teacher association?

According to point a, point b, clause 2, Article 10 of Circular 55 of 2011, the Ministry of Education and Training stipulates as follows:

The head of the class's parents' representative committee shall coordinate with the homeroom teacher to plan the expenditure of the supported and sponsored funds and shall only use them after all members of the class's parents' representative committee have agreed.

The head of the school's parents' representative committee agrees with the principal to decide on a plan to use the supported and sponsored funds and will only use them after the entire school's parents' representative committee agrees.

Previously, in mid-September, the Department of Education and Training of Tan Binh District, Ho Chi Minh City also provided instructions to preschool, primary and secondary school principals on the process of mobilizing, receiving, managing and using sponsorships according to Circular No. 16/2018 of the Ministry of Education and Training. Today, September 27, Deputy Head of the Department of Education and Training of Tan Binh District, Mr. Phan Van Quang continued to request principals of preschools, primary and secondary schools in the district to strictly implement Circular 55 related to the fund for parents' representative committees and Circular 16 on mobilizing sponsorships in schools.
