On the evening of October 21, many wards in Da Nang City such as Hai Chau, Hoa Cuong, An Khe, and Hoa Khanh announced that preschool children, primary and secondary school students will be off from school from October 22 until further notice to ensure safety in the face of the complicated developments of storm No. 12 and prolonged heavy rain.
Earlier that afternoon, Director of the Department of Education and Training of Da Nang City, Le Thi Bich Thuan, issued an official dispatch requesting localities and educational institutions to proactively deploy preventive measures.
According to the directive, the Chairmen of the People's Committees of communes and wards and the heads of schools and centers under the Department have the right to decide to let students take time off from school depending on the actual situation, especially in mountainous and low-lying areas at risk of landslides or floods.

The Department also requested units to promptly report on the situation so that the Department could monitor and direct. Universities, vocational training institutions and private schools were assigned to decide on their own student schedules. In case students cannot attend class, units will switch to online teaching to ensure program progress.
In addition, schools must urgently review and reinforce facilities; reinforce degraded structures and unfinished construction areas; trim trees, check electrical systems, roofs, and fences.
Areas at risk of flooding or unsafe conditions should have warning signs posted and important assets and documents moved to a safe place.
Educational units must be on duty 24/7 during the storm, promptly reporting incidents to the Department and local authorities. After the storm has passed, it is necessary to quickly clean up the school to soon stabilize teaching and learning again.
Forecast for October 22, storm No. 12 Fengshen near Da Nang, weakening to level 8; October 23, entering Southern Laos and reducing to a low pressure area. The Hoang Sa sea area, from Southern Quang Tri to Quang Ngai, has strong winds of level 7-10, waves 3-7m high, and very rough seas.
From October 22 to 27, in Da Nang, it is forecasted that there will be widespread heavy rain of 400-700mm, in some places over 900mm, risk of flash floods, landslides, flooding, rivers at alert level 2-3. Risk level due to floods: level 2-3.
