Member of the Party Central Committee, Minister of Health Dao Hong Lan chaired a working meeting with representatives of the Ministry of Public Security and the Ministry of Finance to discuss solutions and policies for public-private investment cooperation to promote the nationwide replication of the Health Sector Data Coordination System.
The meeting took place on the afternoon of November 26, connecting the Ministry of Health with Cho Ray Hospital and the Department of Health of the provinces and cities: Bac Ninh, Thai Nguyen, An Giang and Ho Chi Minh City.

Information at the meeting showed that from February 6, 2025 to November 15, 2025, the Ministry of Health coordinated with the Ministry of Public Security - chaired by the Department of Administrative Police for Social Order (C06) to pilot the Medical Data Coordination System at Bach Mai Hospital with medical facilities in Bac Ninh, Thai Nguyen, Cho Ray Hospital with medical facilities in Binh Duong, An Giang.
The system is operated to ensure that it meets the requirements of infrastructure, data, security, and resources. In particular, a software system for coordinating health sector data has been deployed to connect medical examination and treatment facilities to send medical records, referrals, re-examination appointments, and look up information on medical records, electronic health books, information tables, and data reports participating in the system. (Providing tools to support medical examination and treatment facilities in uploading data and digitally signing medical records to the system).
Regarding medical examination and treatment facilities, the level of information sharing and exploitation has been achieved: "Electronic health books, Electronic medical records, Electronic prescriptions, Referral papers, and Re-examination appointment papers".
Data is digitally signed at the medical examination and treatment facility before sharing. The data sharing and exploitation portal is published at https://Gmedical.bocongan.gov.vn. Citizens agree to confirm data sharing via the VneID application to ensure legal compliance with Decree 13/2023/ND-CP on personal data protection.

Currently, there are 412 medical examination and treatment facilities connected to the system, including 02 central hospitals, 12 large provincial hospitals and many regional and commune hospitals and medical centers. The functional unit synchronizes more than 4,873,804 health records, 169,742 referral records, 521,729 data searches, and 2,012,794 connected prescriptions.
Close involvement of relevant units is required.
At the working session, representatives of the Department of Administrative Management of Social Order (C06), Ministry of Public Security; Vietnam Social Security under the Ministry of Finance, Departments, Divisions, and the National Health Information Center under the Ministry of Health clearly stated each group of fields that are bottlenecks that need to be removed, and analyzed in detail solutions to promote progress.
Some technical problems were raised by delegates, such as large data, network congestion; medical examination and treatment facilities cannot check whether the data has been successfully/unsuccessfully connected; there is no management and information lookup system, the number of records of the units cannot be displayed on the Department's account interface; difficulties when patients go to the hospital or emergency room without bringing their Citizen ID card, the data cannot be connected; and the patient information transferred to the portal cannot be looked up immediately.

Medical examination and treatment facilities must currently transfer data to two separate systems at the same time, including: the Social Insurance Health Insurance appraisal data reception portal system to transfer to the VneID platform and the medical coordination system.
This situation leads to data duplication, increases technology infrastructure and resource costs, and overloads system management and operations.
Many solutions were proposed at the meeting. For example, up to now, the Ministry of Public Security has established 26 million electronic health books. The Ministry of Health needs to resolutely request medical examination and treatment facilities in the entire industry to reuse electronic health books; 500 hospitals have used electronic devices "Smart medical kiosks" according to Project 06, it is necessary to continue to promote and replicate in medical facilities; Exploit existing data sources of Social Insurance to achieve high consistency; Identify a specific list of key information fields to prioritize implementation
Deputy Minister of Health Nguyen Tri Thuc also analyzed the causes of the problem, which requires close participation of relevant parties. It is necessary to regularly organize technical meetings between C06, the Department of Medical Examination and Treatment Management, the Department of Health Insurance, Vietnam Social Insurance, and the National Health Information Center to evaluate and promote tasks, implement cooperation policies for the Health Data Coordination System, and expand it nationwide, ensuring compliance with regulations.

Making digital transformation an effective means and tool in healthcare activities
Speaking at the working session, Minister of Health Dao Hong Lan affirmed that the health sector data coordination system is one of the outstanding results, resolutely implemented according to the tasks of Project 06.
Through practice, the medical data coordination system was piloted between Bach Mai Hospital and medical facilities in Bac Ninh and Thai Nguyen; Cho Ray Hospital and medical facilities in Binh Duong (formerly - now Ho Chi Minh City), and An Giang, showing that it brings many benefits to patients and medical staff.
At the same time, this is also a breakthrough in the health sector, helping to save large costs, improve the quality of medical examination and treatment, reduce pressure on doctors and the health system, and create openness and transparency in activities.
To achieve results in accordance with the schedule of expanding the Medical Data Coordination System as well as completing the Database, Minister of Health Dao Hong Lan requested that Department C06 continue to be the leading unit, providing technical support, and meeting the correct system of policies and legal documents for the Ministry of Health.

The Minister assigned Deputy Minister of Health Nguyen Tri Thuc to directly direct and urge units of the Ministry of Health in the process of coordination with C06; Assigned the National Health Information Center to coordinate with C06 to clean data, unify and complete 12 health databases in 2025; 14 health databases in 2026 to achieve quality, ensure technical, high efficiency of use and exploitation, clean and live daily like the national population database deployed by the Ministry of Public Security.
In particular, Minister Dao Hong Lan requested to clearly state the tasks, assign roles and responsibilities between parties, and have documents to record work progress and results achieved.
Based on the existing database of Social Insurance, Minister Dao Hong Lan requested the Department of Health Insurance to coordinate to promote connection into a shared database source.
From the results of the pilot implementation at two hospitals connected with localities, Minister of Health Dao Hong Lan requested relevant professional units under the Ministry and local Departments of Health to research and advise on expanding to other localities, making digital transformation an effective means and tool in the activities of the health sector.
