Checking the progress of the project of Bach Mai Hospital and Viet Duc Friendship Hospital's second facility

According to the report of the Ministry of Health , recently, the Ministry has actively directed relevant units to continue implementing the project of Bach Mai Hospital 2 and Viet Duc Friendship Hospital, ensuring to meet the progress assigned by the Government. Basic construction work will be completed before November 30, 2025. However, there are still some tasks that are difficult to complete before November 30, 2025 such as: fire prevention and fighting system, doors and operating room control panels at Bach Mai Hospital 2 project; UPS system, some outdoor traffic routes at Viet Duc Friendship Hospital 2 project.

The work of preparing, examining and approving the estimates of bidding packages and items has been sent by the Project Management Board to the Institute of Construction Economics for examination of the items. For medical equipment subject to direct procurement, the Project Management Board has completed the signing of procurement contracts for 82 equipment items of the Bach Mai Hospital project, facility 2; 83 medical equipment items of the Viet Duc Friendship Hospital project, facility 2. It is expected that the installation work will be basically completed before December 25, 2025.

For the medical equipment part, the bidding method is being applied, the Project Management Board is organizing the bidding. It is expected that all equipment will be handed over at the construction site before March 31, 2026; the installation work will be completed, and all equipment will be put into use before April 30, 2026.

Construction work at the site is still quite slow, such as: the operating room system, the contractor has not yet gathered enough materials at the construction site; at the Viet Duc Friendship Hospital project, facility 2, there is a lack of a wheel system so the operating room door has not been installed yet, the UPS system of the project's power supply system is expected to be completed by January 2026 by the contractor to complete the work of importing and gathering equipment to the construction site...

The completion of the fire prevention and fighting system outside the house has not met the requirements. Many items have not been completed such as: fire hydrants, fire pump installation, fire alarm cabinets, connection to the fire prevention and fighting system of the main house; the construction and installation of the high-frequency garbage incinerator system, air conditioning system, plastic doors, steel doors, shutters, ventilation fans, etc. have not been implemented yet.

At the working session, representatives of ministries, branches and localities focused on discussing and clarifying difficulties and obstacles in project implementation, and at the same time proposed solutions to speed up progress and soon put the two projects into operation.

Concluding the working session, Deputy Prime Minister Le Thanh Long acknowledged and highly appreciated the efforts of the Ministry of Health, the Project Management Board, hospitals, Ninh Binh province and contractors in the implementation, basically ensuring the set progress.

Deputy Prime Minister Le Thanh Long suggested that units need to focus resources, urgently complete the remaining workload, complete basic construction before November 30, 2025; strive to put into operation part of the second facility of Bach Mai Hospital and Viet Duc Friendship Hospital in Ninh Binh province by the end of 2025. The Ministry of Health needs to continue to closely coordinate with relevant ministries and branches to implement solutions to remove difficulties and obstacles in financial mechanisms, and direct specialized departments to develop plans to ensure operating conditions for the two hospitals. Contractors and construction units need to be more determined, arrange teams of engineers and workers to work overtime to complete the construction and installation of equipment for the two facilities as committed. Bach Mai Hospital and Viet Duc Friendship Hospital need to be proactive in human resources so that they can operate well when receiving the handover of the project.
