Leaders of the Irrigation Department confirmed that on the night of November 18, the Luat Le River dike in Tuy Phuoc Commune (Dieu Tri Town (old) was broken, causing water to flood into low-lying areas, severely affecting people living along the Ha Thanh River in Tuy Phuoc Commune and Quy Nhon Bac and Quy Nhon Dong Wards.
That very night, through social networking sites, many families trapped in the flood had to share their family phone numbers on social networks to call for help.
Military forces, police and local authorities have sent vehicles to flooded areas to help people clean up their belongings and bring people to safety.

According to a quick report from the Civil Defense Command, widespread flooding has occurred in Tuy Phuoc Commune and Quy Nhon Bac Ward. Many areas in Quy Nhon Dong, Quy Nhon Nam, Quy Nhon Tay Wards, Tuy Phuoc Dong, Tuy Phuoc Tay, and An Nhon Bac Communes have been partially flooded, with many houses submerged 1-1.5 meters deep. Many localities in the area have experienced landslides and flooding on overflow roads, posing a danger to road users.
