Ha Tinh is a land of outstanding people and rich in historical, cultural, and revolutionary traditions, producing talented individuals who have brought glory to their homeland and country throughout history. The resolution sets the overall goal of comprehensively building and developing the culture and people of Ha Tinh, imbued with national spirit, rich in local identity, and selectively absorbing advanced cultural values. It aims to continuously improve the material and spiritual lives of the people, narrowing the gap in development levels between regions and communities. It emphasizes building a cultural environment within families, clans, residential areas, agencies, units, schools, and businesses. It also aims to preserve and promote traditional cultural values; develop distinctive cultural and tourism products rich in identity; and diversify forms of literature and art. Furthermore, it focuses on investing resources to ensure comprehensive cultural development, making it an intrinsic strength and driving force for Ha Tinh's rapid and sustainable development, enabling it to soon become a prosperous province in the country.

Key targets by 2030

- The entire population enjoys and participates in cultural activities; over 95% of households are recognized as culturally exemplary; over 60% of people regularly participate in physical exercise and sports; over 98% of villages, hamlets, and residential areas are recognized as culturally exemplary residential areas; 80% of agencies, units, and enterprises meet cultural standards (of which 100% of agencies and units meet the standards); 100% of district-level administrative units meet new rural standards; 100% of ward-level administrative units meet civilized urban standards; 100% of communes, wards, and towns have effective folk song clubs; 100% of industrial parks and economic zones have cultural and sports centers.

- 100% of agencies and units have established and effectively implemented regulations on workplace culture, discipline, and order; over 95% of residential areas have effectively implemented village regulations and community agreements.

- 100% of children and teenagers in the province receive education, experience, and learn about the historical and cultural values of their homeland and country; receive physical education, life skills, communication and social skills, and regularly play at least one sport.

- 100% of special national monuments, national monuments, and provincial-level monuments are digitized and invested in for restoration, preservation, and promotion of their value; cultural heritage sites inscribed by UNESCO and national intangible cultural heritage are protected and their value is promoted. At least 3 more monuments are classified as special national monuments, 20 national monuments, 1 national treasure, and 5 intangible cultural heritage items are added to the national list of intangible cultural heritage.

- Over 90% of ancient, rare documents and collections of exceptional historical, cultural, and scientific value have been collected, managed, and digitized. 100% of documents and artifacts at the Provincial Museum have been digitized.

- 100% of data on tourist areas, attractions, historical sites, accommodation establishments, travel agencies, tourist transport companies, and tour guides will be digitized and electronically transacted in tourism activities. Develop performance spaces at key historical sites and tourist areas. Strive for the cultural industry to achieve a relatively high national revenue target.

100% of cultural management officials at all levels possess appropriate professional qualifications from college level or higher, and receive training and professional development to meet job requirements. - Increase the proportion of state budget investment in cultural activities to an average of 2% or more of the total annual budget expenditure.

The goal is to develop the people of Ha Tinh into well-rounded individuals, possessing the admirable qualities of Vietnamese people and the unique values of Ha Tinh people: love for their homeland and country; solidarity, loyalty, diligence, and a thirst for knowledge; dynamism and creativity; discipline, respect for honor, and reverence for the law; friendly behavior towards the natural environment; self-reliance, self-improvement, and a desire to excel, meeting the demands of integration and development. This will create a strong shift in awareness, understanding, and pride in the history and culture of their homeland and nation.

Building a healthy cultural environment and civilized lifestyle in families, clans, localities, communities, agencies, units, schools, businesses, culture in politics and economics, culture in public places... creates a healthy environment for the comprehensive formation and development of the personality of the people of Ha Tinh.

Innovate and improve the quality of cultural activities, especially at the grassroots level. Ensure fairness in cultural enjoyment for all citizens. Strengthen the promotion of the image of Ha Tinh's culture and people to domestic and international friends, linking it with investment, trade, services, and tourism promotion.

Preserving and promoting cultural heritage values to serve socio-economic development; accelerating the digitalization of cultural heritage. Mobilizing social investment resources to promote traditional cultural values, encourage the creation of new cultural values, and absorb the best of human culture. Building brands for distinctive cultural products of Ha Tinh.

Focus on developing literary and artistic fields commensurate with the potential, advantages, cultural traditions, and people of Ha Tinh, contributing to the effective implementation of political tasks and continuously improving the spiritual life of the people.

Regularly focus on building a team of cadres at all levels in the fields of culture, literature, and art. Emphasize attracting, training, and nurturing strategic cultural cadres, young cadres, and leaders and managers; value and reward cultural experts, artisans, and those with artistic titles; and build, strengthen, and promote the role of cultural cadres at the grassroots level.
